The effects of climate change will touch every corner of the world's economies and societies; adaptation is inevitable. The remaining question is to what extent humans will anticipate and reduce undesired consequences of climate change, or postpone response until after climate change impacts have altered ecological and socioeconomic systems so significantly that opportunities for adaptation become limited. This book summarizes a National Research Council workshop at which presentations and discussion identified specific needs associated with this gap between the demand and supply of scientific information about climate change adaptation.

Book excerpt: The U.S. Global Change Research Program (USGCRP) was established in 1990 to "assist the Nation and the world to understand, assess, predict, and respond to human-induced and natural processes of global change."1 A key responsibility for the program is to conduct National Climate Assessments (NCAs) every 4 years.2 These assessments are intended to inform the nation about "observed changes in climate, the current status of the climate, and anticipated trends for the future." The USGCRP hopes that government entities from federal agencies to small municipalities, citizens, communities, and businesses will rely on these assessments of climate- related risks for planning and decision-making. The third NCA (NCA3) was published in 2014 and work on the fourth is beginning. The USGCRP asked the Board on Environmental Change and Society of the National Academies of Sciences, Engineering, and Medicine to conduct a workshop to explore ways to frame the NCA4 and subsequent NCA reports in terms of risks to society. The workshop was intended to collect experienced views on how to characterize and communicate information about climate-related hazards, risks, and opportunities that will support decision makers in their efforts to reduce greenhouse gas emissions, reduce vulnerability to likely changes in climate, and increase resilience to those changes. Characterizing Risk in Climate Change Assessments summarizes the presentations and discussions from the workshop.

It explores the third U.S. National Climate Assessment (NCA3) report as compared with previous US national climate assessments, from both a process and content perspective. The U.S. Global Change Research Program is required by law to produce a National Climate Assessment report every four years, and these reports provide a comprehensive evaluation of climate science as well as observed and projected climate impacts on a variety of sectors. As the book describes, a key contribution of the NCA3 approach is a far more deliberate interdisciplinary process, as well as an engagement strategy that brought hundreds of public and private sector stakeholders into the assessment community. Among its most important conceptual contributions was an explicit focus on building the infrastructure to conduct better assessments over time and an experimental approach to analysis of the impacts of climate on cross-sectoral systems and inter-locking and cascading effects across sectors. Readers may explore innovations such as the development of regional climatologies and projections for every region of the US, as well as the development of the Global Change Information System. The book also highlights the need for decision-makers to be part of the assessment process, in order for assessment findings to be truly useful from a decision-maker's perspective. Many lessons have been learned by the NCA3 authors that can be useful in future assessments and adaptation processes, both within the US and internationally. The Global Change Research Act of 1990, Section 106, requires a quadrennial national assessment on climate culminating in a NCA report that a) integrates, evaluates, and interprets the findings of the US Global Change Research Program and discusses the scientific uncertainties associated with such findings, b) analyzes the effects of global change on particular sectors, and c) analyzes current trends in global change, both human-induced and natural, and projects major trends for the subsequent 25 to 100 years (USGCRP). The Northwest NCA Risk Framing Workshop was conceived as a way to bring together carefully selected experts from the region to engage in a discussion of climate impacts through a risk frame, separately assessing the likelihood and consequences. The objectives of this integrative workshop were three-fold: 1) discuss and rank the likelihood and consequences of climate risks to the northwest region, 2) provide opportunity to help inform the NW chapter of the NCA, and 3) build capacity for a long term, sustained regional assessment process.

Although information on climate change is readily available, the nation still seems unprepared or unwilling to respond effectively to climate change, due partly to a general lack of public understanding of climate change issues and opportunities for effective responses. The reality of global climate change lends increasing urgency to the need for effective education on earth system science, as well as on the human and behavioral dimensions of climate change, from broad societal action to smart energy choices at the household level. The public's limited understanding of climate change is partly the result of four critical challenges that have slowed development and delivery of effective climate change education. As one response to these challenges, Congress, in its 2009 and 2010 appropriation process, requested that the National Science Foundation (NSF) create a program in climate change education to provide funding to external grantees to improve climate change education in the United States. To support and strengthen these education initiatives, the Board on Science Education of the National Research Council (NRC) created the Climate Change Education Roundtable. The Roundtable convened two workshops. Climate Change Education Goals, Audiences, and Strategies is a summary of the discussions and presentations from the first workshop, held October 21 and 22, 2010. This report focuses on two primary topics: public understanding and decision maker support. It should be viewed as an initial step in examining the research on climate change and applying it in specific policy circumstances.
