While these regions are resilient, the IPCC 2022 Report indicates that the effects of climate change are crippling their thinly structured governance systems and limited capacities. For example, in addition to environmental devastation, loss of life, and livelihoods, these regions have endured most of the “loss and damage” due to climate change impacts. How are they responding? What are the outcomes? And where do they go from here? Given this background, the book’s goal is to question assumptions about climate governance patterns, systems, institutions, and processes in these regions, using comparative analytical techniques while distilling information about policy outcomes that other approaches do not provide. It argues that these regions and individual countries within them have a lot to learn from and about each other rather than look to the Global North and wealthy countries for economic, political, and administrative models that hardly match their lived experience and ontological outlooks. In doing so, it aspires to promote a fruitful South-South policy-related dialogue via scholarly exchanges and also contribute to advance the study and practice of international and comparative public administration. The projected global temperature rise of the order of about two degrees or more and further rise at a decadal rate of o around 0. 2 C is sufficient to make grievous changes in sea surface level and submerge many low lying coastal areas around the world thereby possibly causing unprecedented losses to human habitat and livelihood in the coming years. A rise in climate variability is also becoming increasingly evident with potential direct impact on agricultural performance, on water accessibility and on weather extremes. Developing countries due to their poor infrastructure, limited resources and large impoverished population are likely to face more intense and wi- spread adverse impact of climate change than the developed world and also have limited adaptation capacity.

The book identifies decisions being made in 12 sectors, ranging from agriculture to transportation, to identify decisions being made in response to climate change. Advancing the Science of Climate Change calls for a single federal entity or program to coordinate a national, multidisciplinary research effort aimed at improving both understanding and responses to climate change. Seven cross-cutting research themes are identified to support this scientific enterprise. In addition, leaders of federal climate research should redouble efforts to deploy a comprehensive climate observing system, improve climate models and other analytical tools, invest in human capital, and improve linkages between research and decisions by forming partnerships with action-oriented programs.

To compound this vulnerability, there remains large knowledge gaps on African climate, manifestations of future climate change and variability for the region and the associated problems of climate change impacts. Research on the subject of African climate change requires an interdisciplinary approach linking studies of environmental, political and socio-economic spheres. In this book we use different case studies on climate change and variability in Africa to illustrate different approaches to the study of climate change in Africa from across the spectrum of physical, social and political sciences. In doing so we attempt to highlight a toolbox of methodologies (along with their limitations and advantages) that may be used to further the understanding of the impacts of climate change in Africa and thus help form the basis for strategies to negate the negative implications of climate change on society.
