Book excerpt: Available online: https://pub.norden.org/temanord2022-544/ Public procurement is increasingly being used to implement political goals, often related to sustainability. A prioritised goal at present is reducing the climate emissions caused by our consumption of goods and services. For contracting authorities (CA), taking climate aspects into account when procuring requires effort and can increase costs. They need data to be able to select which procurements, products and suppliers can give most climate effect. At present relevant, comparable climate data is not readily available. This report analyses the needs for CAs and the current status in the Nordic countries as a basis for planning actions to better the availability of product-related climate data.

This book was released on 2022-11-01 with total page 63 pages. Available in PDF, EPUB and Kindle. Book excerpt: Available online: https://pub.norden.org/politiknord2022-724/ In 2019, the Nordic prime ministers adopted a vision for the Nordic Region to be the most sustainable and integrated region in the world by the year 2030. The Nordic Council of Ministers was tasked with steering Nordic co-operation towards delivering this vision. The Nordic Council of Ministers is following a special action plan in its efforts relating to the vision for the period 2021 to 2024. Now, after almost two years, a mid-point evaluation has been produced. Despite the challenges posed by the COVID-19 pandemic and the Russian war of aggression against Ukraine during the period, the Nordic Council of Ministers has delivered concrete results and made an impact. The activities of the Nordic Council of Ministers are being steered towards supporting the Nordic countries as well as possible in their realisation of the vision. Efforts relating to the green transition have been bolstered by way of DKK 120 million in additional funding thanks to a budget redistribution in the period 2021 to 2024. The mid-point evaluation was approved by the Ministers for Nordic Co-operation in September 2022.
Book Synopsis The Applied Law and Economics of Public Procurement by : Gustavo Piga
Download or read book The Applied Law and Economics of Public Procurement written by Gustavo Piga and published by Routledge. This book was released on 2013-05-07 with total page 321 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book explores Public Procurement novelties and challenges in an interdisciplinary way. The process whereby the public sector awards contracts to companies for the supply of works, goods or services is a powerful instrument to ensure the achievement of new public goals as well as an efficient use of public funds. This book brings together the papers that have been presented during the "First Symposium on Public Procurement", a conference held in Rome last summer and to be repeated again yearly. As Public Procurement touches on many fields (law, economics, political science, engineering) the editors have used an interdisciplinary approach to discuss four main topics of interest which represent the four different parts in which this book is divided: Competitive dialogue and contractual design fostering innovation and need analysis, Separation of selection and award criteria, including exclusion of reputation indicators like references to experience, performance and CV’s from award criteria, Retendering a contract for breach of procurement rules or changes to contract (contract execution), Set-asides for small and medium firms, as in the USA system with the Small Business Act that reserves shares of tenders to SMEs only.

Book Synopsis Pre-study: Indicators on circular economy in the Nordic countries by : Bauer, Bjørn
Download or read book Pre-study: Indicators on circular economy in the Nordic countries written by Bauer, Bjørn and published by Nordic Council of Ministers. This book was released on 2020-12-21 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: Available online: https://pub.norden.org/temanord2020-543/ A systematic and continuously measurement of the progress towards the circular economy can inform decision making and policies, and thus strengthen the circular transition. However, this pre-study, mapping circular economy indicators across the Nordic countries on both national and sub-national level, reveals that as of 2020, data streams and indicators are missing for the inner loops of the circular economy. A monitoring system embracing only selected aspects of the circular economy (where data is readily available) risks exaggerating the focus on these areas and downgrade the importance of other areas where data is unattainable, even though the latter may (in principle) be creating more circular value (such as prolonging products’ lifetimes).

Book Synopsis Nordic Stocktake – Pathways to Climate Neutrality by : Lind, Andreas
Download or read book Nordic Stocktake – Pathways to Climate Neutrality written by Lind, Andreas and published by Nordic Council of Ministers. This book was released on with total page 151 pages. Available in PDF, EPUB and Kindle. Book excerpt: Available online: https://pub.norden.org/temanord2023-545/ The UNFCCC Global Stocktake will be conducted during COP28 in December 2023. The Nordic Stocktake report is intended as a regional tool to support the Global Stocktake process and spur to further climate action, both within the Nordics and beyond. The Nordic region needs to increase the pace of the green transition if we are to lead by example. The report is a stocktake of GHG emissions in the Nordic countries, and a description and assessment of the different national pathways towards climate neutrality in the Nordic region. Many of the challenges on the path towards climate neutrality are not unique to the Nordic countries and solving these in the Nordic region – in countries well-positioned to do so – would prove valuable for global climate action. The report highlights common challenges across the Nordic countries and proposes opportunities for further cross-Nordic collaboration.

Book Synopsis Product Environmental Information and Product Policies: How Product Environmental Footprint (PEF) changes the situation? by : Nissinen, Ari
Download or read book Product Environmental Information and Product Policies: How Product Environmental Footprint (PEF) changes the situation? written by Nissinen, Ari and published by Nordic Council of Ministers. This book was released on 2019-11-18 with total page 75 pages. Available in PDF, EPUB and Kindle. Book excerpt: Reliable information is needed to drive the market towards ecologically sound products. Product Environmental Footprint has many properties that are new to the Life Cycle Assessment tradition, increasing the consistency, accuracy and comparability of the results. It is important to start the organization of the PEF scheme, and invest in efforts to rapidly increase the number of product and service groups and actual product-specific PEF reports involved in the PEF scheme. Possibilities for common information basis and coordination between environmental information sources for the various product policy instruments and the PEF should be explored. Cooperation between type 1 eco-labels like the Nordic Swan and the forthcoming PEF scheme(s) is important.

Book Synopsis Policies for the promotion of BECCS in the Nordic countries by : Möllersten, Kenneth
Download or read book Policies for the promotion of BECCS in the Nordic countries written by Möllersten, Kenneth and published by Nordic Council of Ministers. This book was released on 2021-09-15 with total page 63 pages. Available in PDF, EPUB and Kindle. Book excerpt: Available online: https://pub.norden.org/temanord2021-538/ Several Nordic countries and the EU have adopted net-zero greenhouse gas emission targets. Achieving net-zero will necessitate CO2 removal from the atmosphere to offset residual emissions that are challenging to mitigate. Bioenergy with CO2 capture and storage (BECCS) is a technology that has the potential to generate large-scale CO2 removal and contribute to the attainment of net-zero targets. The report describes the status of BECCS in the Nordic countries and globally. Significant initiatives in the Nordic countries are mapped. Challenges on the market that inhibit BECCS development are analyzed and areas of cooperation and joint initiatives on the Nordic level that could promote the development and deployment of BECCS are proposed. The project has been carried out by IVL Swedish Environmental Research Institute in collaboration with CICERO (Norway) and VTT (Finland).

Book Synopsis Infrastructure for the Built Environment: Global Procurement Strategies by : Rodney Howes
Download or read book Infrastructure for the Built Environment: Global Procurement Strategies written by Rodney Howes and published by Routledge. This book was released on 2006-08-14 with total page 351 pages. Available in PDF, EPUB and Kindle. Book excerpt: Throughout the world there is a growing demand for high quality public services to support socio-economic development. Infrastructure is central to improving the level of public services and the quality of the built environment. But in key areas such as transport, energy, water, healthcare, education and communications, public resources are not sufficient to keep pace with this demand. As the public sector struggles to keep up, the private sector is increasingly involved in the procurement of economic and social infrastructure. Until now procurement strategies have often concentrated on the mechanisms and the ‘bricks and mortar’ without a thorough analysis of the processes and their implications for services. The result is that all too often infrastructure projects are implemented in an ad hoc and fragmented way. In this ground-breaking book, Rodney Howes and Herbert Robinson provide a holistic approach to infrastructure provision that facilitates infrastructure delivery aimed at continuously improving the level and quality of services. Critical issues of policy and strategy, implementation, and operational aspects are examined within the context of sustainability. By emphasising the importance of procuring infrastructure within an overall national or regional development policy and strategy, the authors have demonstrated the importance of linking investment and resource decisions to local social, economic and environmental needs. With each chapter carefully written to reflect part of the infrastructure delivery chain and illustrated with practical examples and case studies from around the world, this book offers a new blueprint for infrastructure investment and resource management.

Book Synopsis Sustainable Public Procurement and the Sustainable Development Goals by : Nordic Council of Ministers Secretariat
Download or read book Sustainable Public Procurement and the Sustainable Development Goals written by Nordic Council of Ministers Secretariat and published by Nordic Council of Ministers. This book was released on 2021-05-17 with total page 72 pages. Available in PDF, EPUB and Kindle. Book excerpt: Public Procurement accounts for 6.5 trillion euros annually and plays a fundamental role in achieving the Sustainable Development Goals. All public services and functions depend on public procurement to be delivered. This report aims to draw attention to the “added value” that sustainable public procurement can contribute towards these goals, directly or indirectly, going beyond delivering core public sector objectives. The report establishes clear linkages between Sustainable Public Procurement and the SDG targets, and aims to validate those linkages with specific and real-life case studies from Nordic settings.
