Book excerpt: Urban air pollution is a matter of concern in many of the newly independent sates of Central Asia and the Caucasus. The poor quality of the fuel used by the largely poorly maintained vehicle stock just worsens emissions problems. It is estimated that nearly 40,000 people die prematurely and about 100,000 people fall ill every year in the big cities of the region as a result of exposure to excessive air pollution. The projections for the next 10 to 15 years are for higher vehicle numbers and increased vehicle use leading to a steady rise of damaging pollutants if current policies regarding fuel specifications and vehicle standards are not addressed quickly. This report gives the World Bank's assessment of the problem faced by the countries in the region. It puts forward a framework for short- and medium-term measures for improving fuel quality and vehicle emission s performance.

Book excerpt: Unsustainable budgetary cost of selling oil, gas, and coal at low prices has propelled energy subsidy reform in developing Asian economies. This report measures the size of associated subsidies on these fossil fuels including direct transfers, tax exemptions, subsidized credit, and losses of state enterprises in India, Indonesia, and Thailand. An analysis of complex interactions between economic, social, energy, and environmental issues shows that the initial rise in energy prices due to a reduction or removal of the subsidies will nudge households and businesses to shift to alternative fuels, make investment in clean energy attractive, increase energy supply, reduce energy shortages, and cut greenhouse gas emissions. Using the money freed up from subsidies to compensate poor households and to increase government budgets will offset the negative effects of the initial price rise, promote sustainable energy use, and help allay the fears of reform.

Book excerpt: This book covers critical debates on policies, markets and emerging issues that shape renewable energy transition in the Asian region, which is fast becoming an epicenter of the global energy consumption. The chapters focus on domestic policies, geopolitics, technology landscape and governance structure pertaining to the development of renewable energy in different Asian countries ranging from China to the Middle East. The book presents an insightful view of the pace and magnitude of the energy transition. It presents critical steps countries are taking to promote affordable and clean energy (SDG 7) as well as strengthening climate mitigation actions (SDG 13). In addition, this book introduces the concept of co-innovation---a collaborative and iterative approach to jointly innovate, manufacture and scale up low-carbon technologies---and its role in promoting energy transition in Asia. Book excerpt: This publication is the theme study for the 73rd session of Commission to be held in May 2017. The main purpose of the publication is to call on policymakers in Asia and the Pacific for urgent actions to transition national energy sectors to achieve the Sustainable Development Goals (SDG), particularly Goal 7. The energy sector transition is the only way to address the sizeable energy deficit which impede progress in energy access in a number of member countries. It will also address gaps between current commitments under the 2030 Agenda for Sustainable Development and the Paris Agreement on climate change and lack of coherent energy strategic and policy frameworks and actions held back progress of SDG7.

Book excerpt: Urban air pollution is a matter of increasing concern in many of the newly independent states (NIS). Traffic is burgeoning in cities, but vehicle registration, inspection, and maintenance lag behind what is needed to support efforts to improve air quality. Poor fuel quality worsens the emissions problems. Although certain emissions, such as greenhouse gases, are of global concern, the greatest costs of air pollution at the local level are to human health. This study examines the obstacles to improving air quality in the countries of Central Asia and the Caucasus and makes observations about the present air quality and monitoring systems and recommendations for improvement.

Available in PDF, EPUB and Kindle. Book excerpt: East Asia has experienced the fastest economic growth in the world over the last three decades, accompanied by a 10-fold gross domestic product increase and rapid urbanization. Energy consumption has more than tripled during this period and is expected to double over the next 20 years. This remarkable trend has led to twin energy challenges in the region environmental sustainability and energy security. Written for an audience of energy policy makers and practitioners, Winds of Change explores the region s energy future over the next two decades through two energy scenarios. It outlines the strategic direction East Asia s energy sector must take to meet its growing energy demand in an environmentally sustainable manner, and presents a pathway of policy frameworks and financing mechanisms to get there. The six East Asian countries China, Indonesia, Malaysia, the Philippines, Thailand, and Vietnam examined in this book could, with the right policies and financing, stabilize CO2 emissions by 2025, improve their local environment, and enhance energy security without compromising economic growth. They must move their energy sectors toward much higher efficiency and more widespread use of low-carbon technologies, while obtaining substantial financing and low-carbon technologies from developed countries. This clean energy revolution requires major policy and institutional reforms, including energy pricing reforms, regulations such as energy efficiency standards, financial incentives such as feed-in tariffs for renewable energy, and accelerated research and development. Finally, building low-carbon cities will be key to containing the rapid urban energy growth through compact urban design, public transport, clean vehicles, and green buildings. The window of opportunity is closing fast delaying action would lock the region into a longlasting high-carbon infrastructure. The technical and policy means exist for such transformational changes, but only strong political will and unprecedented international cooperation will make them happen.

Available in PDF, EPUB and Kindle. Book excerpt: Unlike energy security, energy insecurity has not been extensively studied. While energy security is broadly understood to represent the securing of energy resources, mere physical availability does not necessarily mean that the resources can reach end users. Energy insecurity is not merely a mirror image of energy security, given the diverse consequences and impacts of the unavailability of energy for households. Energy Insecurity in Asia will identify the challenges and explore potential solutions in the context of energy insecurity in Asia. The book consists of two parts. Part I provides thematic and regional studies and solutions for dealing with energy insecurity in different Asian subregions. Part II discusses the importance of renewable energy in addressing energy insecurity and presents several country case studies. There are many factors that countries investing in renewables must consider, such as energy security, climate change mitigation, and reducing air pollution. This book is a timely and valuable resource for researchers and policymakers. It provides insightful case studies and offers practical policy recommendations for solving energy insecurity in Asia and in other regions.
