Book excerpt: This book provides a systematic comparative analysis of how and why voting behaviour has changed in Europe in recent decades. It has been widely argued that radical changes have occurred in the how and why of voting behaviour in Europe as a result of changes in the structure of society, most notably the rise in material affluence and educational attainment, and the decline in religious observance and the size of the working class. But most tests of this proposition have been undertaken on single countries. This book, however, systematically tests the validity of this proposition across various European countries. The argument that social change has altered voting behaviour has been increasingly challenged on the grounds that it takes too little account of changes in the choices that are put before voters by the parties, such as the promises and proposals that are put forward at election time. This book, therefore, also assesses the relative explanatory power of claims that voting behaviour has changed because of changes in society against claims that it responds to changes in the offerings of political parties. And it is clear from the analyses reported in this book that contrary to the claims of much of the extant literature, the latter argument appears better able to account for many of the patterns and changes in European voting behaviour, and thus the book constitutes an important challenge to much current academic orthodoxy. This is the first book to provide a systematic comparison of the long-term dynamics of the voting behaviour of individual voters across such a wide range of European countries, taking into account the dynamics of the choices put before voters by the parties and, for the first time, relating this to the way voters behave. Book excerpt: This book offers a systematic exploration of the role of religion and religiosity in electoral politics in Catholic, Protestant, and religiously mixed countries across Western Europe and in the United States. The chapters approach the relationship between religion, religiosity, and electoral behaviour from a variety of different angles. They include analyses of secularization trends; comparative studies of the links between vote choice and religiosity; longitudinal single country studies; and a novel discussion of the theoretical underpinnings of the politicization of religion that provides a radically new framework for the analysis of the role of religiosity in election studies. The volume shows that despite the expectations of secularization theory, religiosity remains relevant when casting votes. It also argues that the traditional notion of religious cleavage should be replaced with the more accurate idea of religious voting. Chapters draw on National Election Studies data and comparative datasets such as European Values Studies (EVS), European Social Surveys (ESS), and European Election Studies (EES) to empirically test expectations regarding religious voting. The results show that variations in religious voting are conditional on both the agency of political and ecclesiastical leaders when politicizing religious issues and the legacies of previous societal and political religious conflicts, regardless of whether the original party system had a predominant religious cleavage.

Rather than the commonly-assumed process in which a weakening of social boundaries leads to declining social divisions in political preferences, this book's primary message is that the supply of choices by parties influences the extent of such divisions: hence, political choice matters. Combining overtime, cross-national data, and multi-level research designs the authors show how policy and programmatic positions adopted by parties provide voters with choice sets that accentuate or diminish the strength of political cleavages. The book gives central place to the positions of political parties on left-right, economically redistributive and morally conservative versus social liberal dimensions. Evidence on these positions is obtained primarily from the Comparative Manifesto Project, with a chapter dedicated to elaborating and validating the various implementations of this uniquely valuable source of evidence on party positions. The primary empirical focus includes case studies of 11 Western, Southern, and Central European societies as well as 'anglo-democracies' including Britain, USA, Canada, and Australia. These detailed analyses of election studies ranging in some cases from the post-war period until the early part of the 21st century are augmented by a pooled cross-national and overtime analysis of 15 Western democracies using a unique, combined dataset of 188 national surveys. The authors show that although there has been some overtime decline in the strength of association between social class and party choice, this is far smaller than the amount of change in the relationship occurring as a result of party movements on questions of inequality and redistribution. The strength of the religiosity cleavage is also influenced by changes in party positions on moral issues - changes that can be understood as a strategic response to a process of secularization that has weakened the electoral viability of parties deriving support from appeals to religious values.

Collective actors such as political parties are losing relevance. Citizens are slowly dealigning from these actors, and individual politicians are therefore growing in importance in elections, in government, within parties, and in media reporting of politics. A crucial question concerns how this new pattern could be restructuring politics over the long run - notably, whether the personalization of politics is changing the institutional architecture of contemporary democracies. The authors show that the trend towards personalization is indeed changing core democratic institutions. Studying the evolution of electoral systems in thirty-one European democracies since 1945, they demonstrate that, since the 1990s, there has been a shift towards more personalized electoral systems. Electoral systems in most European countries now allow voters to express preferences for candidates, not just for political parties. And the weight of these voters' preferences in the allocation of seats has been increased in numerous countries. They examine the factors that appear to be driving this evolution, finding that the personalization of electoral systems is associated with the growing gap between citizens and politics.
