Book excerpt: The community land trust (CLT) movement is young but expanding rapidly. Nearly 20 community land trusts are started every year as either new nonprofits or as programs or subsidiaries of existing organizations. Fueling this proliferation is a dramatic increase in local government investment and involvement. Over the past decade, a growing number of cities and counties have chosen not only to support existing CLTs, but also to start new ones, actively guiding urban development and sponsoring affordable housing initiatives. Two key policy needs are driving increased city and county interest in CLTs, particularly in jurisdictions that put a social priority on promoting homeownership for lower-income families and a fiscal priority on protecting the public's investment in affordable housing. Long-term preservation of housing subsidies. With local governments now assuming greater responsibility for creating affordable housing, policy makers must find ways to ensure that their investments have a sustained impact. CLT ownership of the land, along with durable affordability controls over the resale of any housing built on that land, ensures that municipally subsidized homes remain available for lower-income homebuyers for generations to come. Long-term stewardship of housing. Preserving housing affordability requires long-term monitoring and enforcement, an administrative burden that local governments are neither equipped for nor generally interested in taking on. CLTs are well positioned to play this stewardship role by administering the municipality's eligibility, affordability, and occupancy controls, while also "backstopping" lower-income owners to protect subsidized homes against loss through deferred maintenance or mortgage foreclosure. Municipal support comes in a variety of forms, depending on how well established the CLT is. For example, local governments may offer administrative or financial support during the planning and startup phase, followed by donations of city-owned land and grants or low-interest loans for developing and financing projects. They may help a CLT acquire and preserve housing provided by private developers to comply with inclusionary zoning, density bonuses, and other mandates or concessions. As the CLT builds its portfolio, municipalities may provide capacity grants to help support its operations. Finally, local jurisdictions may assist CLTs by revising their tax assessment practices to ensure fair treatment of resale-restricted homes built on their lands. As welcome as their support has been, local governments may inadvertently structure CLT funding and oversight in ways that undermine the effectiveness of the very model they are attempting to support. The challenge lies in finding the most constructive ways of putting municipal resources to work in pursuit of common objectives. Based on a review of three dozen municipal programs and in-depth interviews with local officials and CLT practitioners, this report describes the mechanisms and methods that cities across the country are using to structure their investment in CLT startups, projects, and operations. In addition to describing the full range of options for providing municipal support, the report highlights specific model practices for rendering that assistance. These practices have the most potential to balance the interests of all parties by: protecting the public's investment in affordable housing; expanding and preserving access to homeownership for households excluded from the market; stabilizing neighborhoods buffeted by cycles of disinvestment or reinvestment; and ensuring accountability to funders, taxpayers, and the communities served by the CLT. Contributor Sam Tsemberis assesses the development and cost-effectiveness of the Housing First program, which serves mentally ill homeless people in more than four hundred cities. He asserts that the program's high housing retention rate and general effectiveness make it a viable candidate for replication across the country. Steven Raphael makes the case for a strong link between homelessness and local housing market regulations—which affect housing affordability—and shows that the problem is more prevalent in markets with stricter zoning laws. Finally, Brendan O'Flaherty bridges the theoretical gap between the worlds of public health and housing research, evaluating the pros and cons of subsidized housing programs and the economics at work in the rental housing market and home ownership. Ultimately, he suggests, the most viable strategies will serve as safety nets—"social insurance"—to reach people who are homeless now and to prevent homelessness in the future. It is crucial that the links between effective policy and the whole cycle of homelessness—life conditions, service systems, and housing markets—be made clear now. The reportdraws on data from the American Housing Survey (AHS), which is funded by HUDand conducted by the U.S. Census Bureau. The AHS has been conducted every2 years since 1973 and debuted a major redesign in 2015 that included a newnational and metropolitan area longitudinal sample. The AHS is a key source ofnational data on housing markets, conditions, and dynamics.Despite continued signs of a strengthening national economy, the report findsthat severe housing problems are on the rise. In 2015, 8.30 million householdshad worst case needs, up from 7.72 million in 2013 and approaching the recordhigh of 8.48 million in 2011. These households are defined as very low-incomerenters who do not receive government housing assistance and who paid morethan one-half of their income for rent, lived in severely inadequate conditions,or both. High rents in proportion to renter incomes remain dominant amonghouseholds with worst case needs, leaving these renters with substantial, unmetneed for affordable housing.The modest reduction in worst case needs observed in 2013 was not sustainedand worst case needs continued their upward trend. Specifically, severe housingproblems have grown 41 percent since the beginning of the Great Recessionin 2007 and 66 percent since 2001. Worst case needs continue to affect allsubgroups, whether defined by race and ethnicity, household structure, or locationwithin metropolitan areas or regions.Contributing most to the increase in worst case needs between 2013 and 2015was a notable shift from homeownership to renting. The magnitude of thissustained postrecession trend, along with other demographic factors, increasedthe number of very low-income renters and thereby played a major role in growingworst case needs between 2013 and 2015. Modest gains in household incomeswere met with rising rents, shrinking the supply of affordable rental housing stockin an increasingly competitive market. Even with the supply of more expensive unitsgrowing, higher-income renters occupy a growing share-43 percent-of the mostaffordable units. Only 62 affordable units are available per 100 very low-incomerenters, and only 38 units are available per 100 extremely low-income renters.This report also uses new AHS enhancements to explore the variation in worstcase needs and the distribution of housing assistance across a greater variety ofmarket geographies. These data show that, although 43.2 percent of very lowincomerenters had worst case needs nationally, local markets reflect a substantialdegree of variation beyond the longstanding trends observed across regions andtypes of metropolitan locations

Book excerpt: Metropolitan communities across the country are facing the same, seemingly unsolvable problems: the concentration of poverty in central cities, with flashpoints of increasing crime and segregation; declining older suburbs and vulnerable developing suburbs; and costly urban sprawl, with upper-middle-class residents and new jobs moving further and further out to an insulated, favored quarter. Exacerbating this polarization, the federal government has largely abandoned urban policy. Most officials, educators, and citizens have been at a loss to create workable solutions to these complex, widespread trends. And until now, there has been no national discussion to adequately and practically address the future of America's metropolitan regions. Metropolitics is the story of how demographic research and state-of-the-art mapping, together with resourceful and pragmatic politics, built a powerful political alliance between the central cities, declining inner suburbs, and developing suburbs with low tax bases. In an unprecedented accomplishment, groups formerly divided by race and class--poor minority groups and blue-collar suburbanites--together with churches, environmental groups, and parts of the business community, began to act in concert to stabilize their communities. The Twin Cities of Minneapolis and St. Paul believed that they were immune from the forces of central city decline, urban sprawl, and regional polarization, but the 1980s hit them hard. The number of poor and minority children in central-city schools doubled from 25 to 50 percent, segregation rapidly increased, distressed urban neighborhoods grew at the fourth fastest rate in the United States, and the murder rate in Minneapolis surpassed that of New York City. These changes tended to accelerate and intensify as they reached middle- and working-class bedroom communities, which were less able to respond and went into transition far more rapidly. On the other side of the region, massive infrastructure investment and exclusive zoning were creating a different type of community. In white-collar suburbs with high tax bases, where only 27 percent of the region's population lived, 61 percent of the region's new jobs were created. As the rest of the region struggled, these communities pulled away physically and financially. In this powerful book, Myron Orfield details a regional agenda and the political struggle that accompanied the creation of the nation's most significant regional government and the enactment of land use, fair housing, and tax-equity reform legislation. He shows the link between television and talk radio sensationalism and bad public policy and, conversely, how a well-delivered message can ensure broad press coverage of even complicated issues. Metropolitics and the experience of the Twin Cities show that no American region is immune from pervasive and difficult problems. Orfield argues that the forces of decline, sprawl, and polarization are too large for individual cities and suburbs to confront alone.
