Book excerpt: "Two things are certain about the future of politics and international relations," writes Gene Sharp. "Conflict is inevitable, and effective defense will be required against internal usurpers and international aggressors." The crucial issue is how to deter and defend against such attacks. Sharp has been called the "Clausewitz of nonviolent warfare" and has been a leading pioneer in developing of civilian-based defense. This book applies the results of his studies on nonviolent struggle to the problems of deterrence and defense. For the general public and policymakers, it explains how massive and selective noncooperation and defiance by a country's population and institutions can deny attackers their objectives without the dangers of modern war. Sharp discusses several prototypical cases of improvised nonviolent noncooperation and defiance against occupations and coups. He explores the strategies of prepared civilian-based defense and the ways "transarmament"--or the changeover from military defense systems--could be conducted. He also surveys the efforts of a few European countries to integrate small nonviolent resistance components into their predominantly military defense policies. Rather than treating nonviolent ethical systems, the author focuses on the practicalities of the further development of a "nonviolent weapons system."

Available in PDF, EPUB and Kindle. Book excerpt: Dad built a bomb shelter in the backyard, Mom stocked the survival kit in the basement, and the kids practiced ducking under their desks at school. This was family life in the new era of the A-bomb. This was civil defense. In this provocative work of social and political history, Laura McEnaney takes us into the secretive world of defense planners and the homes of ordinary citizens to explore how postwar civil defense turned the front lawn into the front line. The reliance on atomic weaponry as a centerpiece of U.S. foreign policy cast a mushroom cloud over everyday life. American citizens now had to imagine a new kind of war, one in which they were both combatants and targets. It was the Federal Civil Defense Administration's job to encourage citizens to adapt to their nuclear present and future. As McEnaney demonstrates, the creation of a civil defense program produced new dilemmas about the degree to which civilian society should be militarized to defend itself against internal and external threats. Conflicts arose about the relative responsibilities of state and citizen to fund and implement a home-front security program. The defense establishment's resolution was to popularize and privatize military preparedness. The doctrine of "self-help" defense demanded that citizens become autonomous rather than rely on the federal government for protection. Families would reconstitute themselves as paramilitary units that could quash subversion from within and absorb attack from without. Because it solicited an unprecedented degree of popular involvement, the FCDA offers a unique opportunity to explore how average citizens, community leaders, and elected officials both participated in and resisted the creation of the national security state. Drawing on a wide variety of archival sources, McEnaney uncovers the broad range of responses to this militarization of daily life and reveals how government planners and ordinary people negotiated their way at the dawn of the atomic age. Her work sheds new light on the important postwar debate about what total military preparedness would actually mean for American society.

Book excerpt: In late 2015, the People's Liberation Army (PLA) initiated reforms that have brought dramatic changes to its structure, model of warfighting, and organizational culture, including the creation of a Strategic Support Force (SSF) that centralizes most PLA space, cyber, electronic, and psychological warfare capabilities. The reforms come at an inflection point as the PLA seeks to pivot from land-based territorial defense to extended power projection to protect Chinese interests in the "strategic frontiers" of space, cyberspace, and the far seas. Understanding the new strategic roles of the SSF is essential to understanding how the PLA plans to fight and win informationized wars and how it will conduct information operations.

Available in PDF, EPUB and Kindle. Book excerpt: Barring major policy failures, the U.S. military will enjoy unrivaled capabilities in the coming decades. However, a series of megatrends will undermine the U.S. position as the most influential actor while enabling its rivals to move up the ranks fast. The U.S. military should stand ready to harness these dynamics to retain its edge in a recalibrated global operational threat environment and strategic landscape. Otherwise, protecting U.S. interests in a continuously evolving world will be a fruitless enterprise, one that will hasten the perceived U.S. decline as the greatest military power the world has ever known. This monograph helps explore and prepare for the possible and the probable in a transformed world of 2050. Relying on forecasting, scenarios, and wild cards, it envisions the evolution of the megatrends and an emerging operational threat environment and strategic landscape for the U.S. military.

Available in PDF, EPUB and Kindle. Book excerpt: The North Atlantic Treaty Organization (NATO) is the world’s largest, most powerful military alliance. The Alliance has navigated and survived the Cold War, the collapse of the Soviet Union, and the post-9/11 era. Since the release of the 2010 Strategic Concept, NATO’s strategic environment has again undergone significant change. The need to adapt is clear. An opportunity to assess the Alliance’s achievements and future goals has now emerged with the Secretary General’s drive to create a new Strategic Concept for the next decade—an initiative dubbed NATO 2030. A necessary step for formulating a new strategic outlook will thus be understanding the future that faces NATO. To remain relevant and adjust to new circumstances, the Alliance must identify its main challenges and opportunities in the next ten years and beyond. This book contributes to critical conversations on NATO’s future vitality by examining the Alliance’s most salient issues and by offering recommendations to ensure its effectiveness moving forward. Written by a diverse, multigenerational group of policymakers and academics from across Europe and the United States, this book provides new insights about NATO’s changing threat landscape, its shifting internal dynamics, and the evolution of warfare. The volume’s authors tackle a wide range of issues, including the challenges of Russia and China, democratic backsliding, burden sharing, the extension of warfare to space and cyberspace, partnerships, and public opinion. With rigorous assessments of NATO’s challenges and opportunities, each chapter provides concrete recommendations for the Alliance to chart a path for the future. As such, this book is an indispensable resource for NATO’s strategic planners and security and defense experts more broadly.

Book excerpt: The influence of space power pervades almost every sphere and level of human existence, from politics to military affairs to commercial activities to cultural mind-sets. Yet there is little to be found today in the way of coherent space power doctrine and strategy, particularly in national security circles. To what extent do our national interests rely on space? How shall we defend our interests in space and how shall we deny our adversaries the benefits of space power in time of conflict? How can we control and exploit the space environment? How can we effectively wield space power against the full spectrum of threats -- from the lone terrorist to global peer competitors? What should be our long-range strategy and objectives if our goal is to achieve and maintain long-term space superiority? The purpose of this paper is two fold: first, to illuminate the historical and ever-increasing importance of space in modern society; and second, to prescribe, in view of this importance, the foundations of a strategy for achieving lasting space superiority and ensuring national and world security.
