Not only is the new activism qualitatively different in character from what it was in 2000; its intensity and frequency have dramatically increased. Activists are developing a new type of civic movement, applying innovative forms of direct action against governments and often operating without leaders or even any well-defined set of aims. In Civic Activism Unleashed, Carnegie scholar Richard Youngs examines the changing shape of contemporary civic activism. He shows how the emerging civic activism has important implications for the whole concept of civil society-and for the relationship between citizens, political institutions, and states. Youngs contends that the rise and spread of these new forms of direct-action civic activism, and the way the trend has driven the dramatic events in global politics in recent years, requires us to update our understanding of what civil society actually is and which types of organizations are in its vanguard. He further looks at the global impact of recent civic activism and offers a set of variables to help explain cases of success and failure. Youngs' larger aim is to explore in depth the new forms of civic activism that are emerging around the world and assess how they differ from more established practices of civil society activity. Book excerpt: African nations have watched the recent civic dramas of the Arab Spring and Occupy Wall Street asking if they too will see similar civil society actions in their own countries. Nigeria—Africa’s most populous nation—has long enjoyed one of the continent’s most vibrant civil society spheres, which has been instrumental in political change. Initially viewed as contributing to democracy’s development, however, civil society groups have come under increased scrutiny by scholars and policymakers. Do some civil society groups promote democracy more effectively than others? And if so, which ones, and why? By examining the structure, organizational cultures, and methods of more than one hundred Nigerian civil society groups, Kew finds that the groups that best promote democratic development externally are themselves internally democratic. Specifically, the internally democratic civil society groups build more sustainable coalitions to resist authoritarian rule; support and influence political parties more effectively; articulate and promote public interests in a more negotiable fashion; and, most importantly, inculcate democratic norms in their members, which in turn has important democratizing impacts on national political cultures and institutions. Further, internally democratic groups are better able to resolve ethnic differences and ethnic-based tensions than their undemocratically structured peers. This book is a deeply comprehensive account of Nigerian civil society groups in the late twentieth and early twenty-first centuries. Kew blends democratic theory with conflict resolution methodologies to argue that the manner in which groups—and states—manage internal conflicts provides an important gauge as to how democratic their political cultures are. The conclusions will allow donors and policymakers to make strategic decisions in their efforts to build a democratic society in Nigeria and other regions.

This report focuses particularly on the issues of terrorism, extremism, conflict and violence, which are much in ascendancy and afflict Commonwealth countries as well as the rest of the world. It argues that cultivating respect and understanding is both important in itself and consequential in reducing violence and terrorism. It further argues that cultivated violence is generated through fomenting disrespect and fostering confrontational misunderstandings. They are also importance for the rest of the world. The civil paths to peace are presented here for use both inside the Commonwealth and beyond its boundaries. The Commonwealth has survived and flourished, despite the hostilities associated with past colonial history, through the use of a number of far-sighted guiding principles. Contrary to popular belief, they promote moderate political participation through formal mechanisms such as voting only in democracies where institutions are working well. This is a radical departure from the bulk of the literature on civil society that sees NGOs and other associations as playing a role in strengthening democracy wherever they operate. Instead, Carew Boulding shows that where democratic institutions are weak, NGOs encourage much more contentious political participation, including demonstrations, riots, and protests. Except in extreme cases of poorly functioning democratic institutions, however, the political protest that results from NGO activity is not generally anti-system or incompatible with democracy - again, as long as democracy is functioning above a minimal level.

Book excerpt: Several studies show that nonviolent revolutions are generally a more positive force for democratization than violent revolutions and top-down political transitions. However, many nonviolent revolutions, such as the Arab Spring revolution in Egypt, do not seem to fit this pattern. This study takes on this puzzle and reveals that the answer lies in large part in the actions of civil society prior to and during transition. Democracy is most likely when activists can keep their social bases mobilized for positive political change while directing that mobilization toward building new political institutions. The study first lays out what we already know about the connections between nonviolent resistance and democratization. It then presents new statistical evidence that nonviolent resistance has a positive e ect on democratization independently of other conditions. Additionally, in-depth case studies of Nepal, Zambia, and Brazil—woven throughout this monograph—demonstrate that the positive e ect of civil resistance on democratic transition requires continued civic mobilization and a move away from radical, all-or-nothing struggles toward more regular, institutionalized politics. The study concludes with concrete takeaways on how to achieve these changes, designed for civil resistance thinkers, activists, and external actors interested in supporting nonviolent movements.
