La sistematización de estas vías de participación se realiza atendiendo a las áreas de actividad municipal: ordenanzas municipales, derecho de petición, gestión económico-presupuestaria, gestión urbanística y medioambiental, intervención en materia de bienes y servicios, actuaciones en el marco del procedimiento sancionador, la consulta popular, la iniciativa popular, participación en la finalización del procedimiento administrativo, recursos administrativos, exigencia de deudas vencidas y líquidas, reclamaciones en materia de responsabilidad patrimonial, reacción frente al silencio administrativo... En suma, un compendio de instrumentos de participación en la vida municipal bien estructurado y bajo una vertiente eminentemente práctica (prueba de ello son los más de 30 formularios que se acompañan) que huyendo de visiones circunscritas al ámbito puramente doctrinal, permite ofrecer al lector (político local, asociaciones vecinales, ciudadanos, estudiantes...) un motivo de reflexión y un medio de actuación ante su ayuntamiento, abandonando cierta pasividad que se trasluce en la actualidad, asumiendo el protagonismo que la propia norma le ofrece. Sirva esta obra, en consecuencia, para arengar no ya al poder político, que también, sino ante todo al ciudadano, y sirva como contribución para socavar la ilustre alocución orteguiana: «nada le gusta más al español que poder designar con nombre y apellidos al autor presunto de sus males».

Se reflexiona aquí sobre una de las dimensiones que hacen de estas infraestructuras locales un referente de primer orden en las políticas públicas: el ser espacios en los que se produce, de forma cotidiana, casi natural, el encuentro entre la ciudadanía y la Administración pública. Y este encuentro se genera alrededor de proyectos que quieren ser enriquecedores para la persona y, de este modo, revertir de forma directa en una mejor calidad de vida en la ciudad. En concreto, este libro enfoca y desarrolla la vinculación, esencial, entre los equipamientos de proximidad y la participación ciudadana. Con todo, debe quedar claro que esta obra no pretende abordar la participación ciudadana en toda la extensión posible del término, sino que esta participación ciudadana se ciñe al ámbito de la gestión pública y de las relaciones entre la ciudadanía con sus organizaciones y gobiernos locales, con sus estructuras políticas y técnicas. Ha sido necesario acotar a este ámbito la participación para ser capaces de presentar elementos prácticos, metodologías y estrategias concretas que se hacía necesario situar en un contexto concreto, con sujetos concretos: en este caso, los ayuntamientos, como impulsores de participación ciudadana.

It places subnational democracy in the context of the distinctive Anglo, the French, the German and Scandinavian state traditions in Europe asking to what extent these are still relevant today. The Handbook adapts Lijphart's theory of democracy and applies it to the subnational levels in all the country chapters. A key theoretical issue is whether subnational (regional and local) democracy is derived from national democracy or whether it is legitimate in its own right. Besides these theoretical concerns it focuses on the practice of democracy: the roles of political parties and interest groups and also how subnational political institutions relate to the ordinary citizen. This can take the form of local referendums or other mechanisms of participation. The Handbook reveals a wide variety of practices across Europe in this regard. Local financial systems also reveal a great variety. Finally, each chapter examines the challenges facing subnational democracy but also the opportunities available to them to enhance their democratic systems. Among the challenges identified are: Europeanization, globalization, but also citizens disaffection and switch-off from politics. Some countries have confronted these challenges more successfully than others but all countries face them. An important aspect of the Handbook is the inclusion of all the countries of East and Central Europe plus Cyprus and Malta, who joined the EU in 2004 and 2007. This is the first time they have been examined alongside the countries of Western Europe from the angle of subnational democracy.
