Over decades, a growing number of sites and areas were found to be valuable by communities and professionals. Places perceived to have value were often conserved. Places perceived to lack value became subject to modernisation, redevelopment, and renewal. From the 1970s, alongside strengthened activism and legislation, with the innovative Burra Charter (1979), the values-based model emerged for managing the aesthetic, historic, scientific, and social significance of historic environments. Values thus transitioned from an implicit to an overt component of urban, architectural, and planning conservation. The field of conservation became a noted profession and discipline. Conservation also had a broader role in celebrating the Australian nation and in reconciling settler colonialism for the twentieth century. Integrating urban history and heritage studies, this book provides the first longitudinal study of the twentieth-century Australian heritage movement. It advocates for innovative and reflexive modes of heritage practice responsive to urban, social, and environmental imperatives. As the values-based model continues to shape conservation worldwide, this book is an essential reference for researchers, students, and practitioners concerned with the past and future of cities and heritage. The authors ask whether many past planning and development practices were appropriate to the ways that communities then functioned, and what lessons we have learned. The aim is to illustrate the many variations within a city and from neighborhood to neighborhood regarding renewal (rehabilitation), redevelopment (replacement) and new development. Case study examples of nine City of Sydney neighborhoods note the different histories of planning and development in each. Features of the studies include literature searches, field work (with photography), and analysis. The authors propose a set of sustainability principles which incorporate elements of the twenty seven principles of the 1992 Rio Declaration on Environment and Development Part One explores sustainable urban planning, and the importance of planning tools that enable best planning outcomes for communities and investors. Common factors in the nine case study neighborhoods are renewal, redevelopment and development pressures affecting Sydney from the 1970s to 2014. Also discussed are the differing circumstances of planning faced by authorities, developers and communities in each of the study areas. Part Two of the book is focused on the case study areas in City of Sydney East area: Woolloomooloo and Kings Cross. Part Three covers case study areas in Sydney's Inner South area: Chippendale, Redfern and Waterloo District. Part Four surveys the Inner West suburb of Erskineville. Part Five looks at the City West area, including the Haymarket District and the Pyrmont and Ultimo District. Part Six concentrates on the North West area suburb of Glebe. Part Seven of the book looks at the growth area of South Sydney District, which includes the suburbs of Beaconsfield, Zetland and the new localities of Victoria Park and Green Square. The authors recount lessons learned and outline directions of planning for sustainable neighborhoods. Finally, the authors challenge readers to apply the lessons of these case studies to further advances in sustainable urban planning.

Book excerpt: This book looks at experience in government restructuring and devolution from a variety of national and international perspectives, both within the European Union and elsewhere, focusing on lessons learned and ways forward.Since the 1980s, there has been a global trend to give more power to local governments. Even in Korea and the United Kingdom, the most centralised countries in the OECD, local government powers have increased, with substantial economic benefits. Within the European Union, the principle of subsidiarity has enshrined the idea of devolution. New member states, particularly in central and eastern Europe, have significantly created new and self-sufficient local and regional governments. However, this process has been complicated. Devolution is not a panacea in its own right, and need not lead to economic growth. While it can encourage savings through collaboration, it can also lead to confused lines of authority and can complicate policy formation and implantation. Devolution can strain local budgets, forcing local governments to rely on their own sources of finance, rather than central government transfers. Suburbanisation, rural depopulation, the growth of some regions, and the decline of others have raised new problems, particularly related to inter-governmental cooperation among local governments and different levels of government. In many cases, an increased number of governments has increased administrative costs.

This book explores Sydney’s contemporary night-time economy as the product of an intersection of both local and global transformations, as policing comes to incorporate more and more ‘private’ personnel empowered to regulate ‘public’ drinking and nightlife.
