State political boundaries no longer draw the definitive line in people's lives they once did. Borders continue to contain self-described national populations and national activities, but the penetration of economic globalization via growing cross-border trade, investment, and resurgence of myriad regional ethnic groups is pushing and stretching the limits of borders into both interactive spaces and contested terrains. Indeed, new power centers with their own identities are springing out of once politically trivial and economically marginal landscapes. While the terrorist attacks of 2001 and the SARS outbreak of 2003 prompted states to tighten border controls, their efforts amount to only a temporary reversal of a powerful long-term trend toward more open borders and the interactive transnational spaces that openness fosters. Over the years, China's “economic miracle” has been mainly attributed to rapid development in its coastal region, where the majority of research into the country's development has originated from. Development in the rest of China seems to be attracting relatively scant research attention, especially in China's rust belt. In fact, the urban industrial restructuring process is an ongoing process in inland China, notably in the recent decade in terms of the scope, scale and speed of restructuring.The old industrial cities in northeast China (Manchuria) were the cradle of China's industrialization and had significantly contributed to the industrialization of the nation during the Mao era. Deng's open door policy and economic reform disadvantaged the region and left it behind others. In the context of market economy and competition from rapidly growing coastal areas, northeast China became the burden to China's overall economic development. With a high concentration of state-owned heavy industries, cities in this region suffered from heavy losses in revenue and massive layoffs of millions of former state-owned enterprise workers, known as the “Northeast Phenomenon” or “Neo-Northeast Phenomenon”. The once towering economic giant was down. Such a “phenomenon” is not uncommon in other “rust belt” regions in industrialized economies.However, since the implementation of the Chinese Government's “Revitalisation Strategy of Northeast China” in 2003, cities in northeast China have gone through various transformations. Their recent economic performance has made many Chinese economists predict that northeast China will become China's new growth engine and catch up with the economic performance of other prosperous regional economies such as the Pearl River Delta, Lower Yangtze River Delta and Beijing-Tianjin region.This book investigates how cities in northeast China are shaking off their economic disadvantages and implementing various forms of restructuring in their industries. The authors identify six different reindustrialization models, namely Shenyang Tiexi Model — repacking old industries; Dalian Model — beyond the China's coast development model; Daqing Model — extension of industrial chain; Fuxin Model — modern agro-processing saved the coal mining city from “ghost town”; Jilin city — low carbon-oriented model; and Central Liaoning Urban Cluster Model — negotiated/agreed industrial division. All these models will be explained through analysis of their approaches, key actors, and mechanisms.

Following the Soviet invasion of Manchuria and Japan’s surrender in August 1945, their dream turned into a nightmare. Since the late 1980s, popular Japanese conceptions have overlooked the disastrous impact of colonization and resurrected the utopian justification for creating Manchukuo, as the puppet state was known. This re-remembering, Mariko Tamanoi argues, constitutes a source of friction between China and Japan today. Memory Maps tells the compelling story of both the promise of a utopia and the tragic aftermath of its failure. An anthropologist, Tamanoi approaches her investigation of Manchuria’s colonization and collapse as a complex "history of the present," which in postcolonial studies refers to the examination of popular memory of past colonial relations of power. To mitigate this complexity, she has created four "memory maps" that draw on the recollections of former Japanese settlers, their children who were left in China and later repatriated, and Chinese who lived under Japanese rule in Manchuria. The first map presents the oral histories of farmers who emigrated from Nagano, Japan, to Manchuria between 1932 and 1945 and returned home after the war. Interviewees were asked to remember the colonization of Manchuria during Japan’s age of empire. Hikiage-mono (autobiographies) make up the second map. These are written memories of repatriation from the Soviet invasion to some time between 1946 and 1949. The third memory map is entitled "Orphans’ Voices." It examines the oral and written memories of the children of Japanese settlers who were left behind at the war’s end but returned to Japan after relations between China and Japan were normalized in 1972. The memories of Chinese who lived the age of empire in Manchuria make up the fourth map. This map also includes the memories of Chinese couples who adopted the abandoned children of Japanese settlers as well as the children themselves, who renounced their Japanese nationality and chose to remain in China. In the final chapter, Tamanoi considers theoretical questions of "the state" and the relationship between place, voice, and nostalgia. She also attempts to integrate the four memory maps in the transnational space covering Japan and China. Both fastidious in dealing with theoretical questions and engagingly written, Memory Maps contributes not only to the empirical study of the Japanese empire and its effects on the daily lives of Japanese and Chinese, but also to postcolonial theory as it applies to the use of memory.
