Book excerpt: The mission of the Gauteng City-Region Observatory (GCRO) is to help illuminate trends and dynamics shaping the region of towns and cities in and around Gauteng, and also enhance understanding of the idea of the Gauteng City-Region (GCR) as a project – a different way of thinking about and governing this space. While much of the data collection and analysis work of the GCRO is focused on the present, we also consider the city-region’s past and its possible futures. A 2030 National Development Plan, crafted by the National Planning Commission, has recently been adopted. In addition the Gauteng Provincial Government, working with municipal partners and business, civil society and labour stakeholders, is drafting a G2055 long-term development plan. As our society looks forward to what sort of country and region we need to become, it is also important to look backward. Understanding the past gives us insights into how we have come to be where we are now, and so in turn what paths we should tread into the future. This Occasional Paper is one of two that GCRO has commissioned specifically to deepen our understanding of the past of the GCR. Both focus on aspects of the region’s spatial past, and ought to be read together. This paper by Alan Mabin explores how the idea of a city-region found expression in various statutory planning frameworks over the course of the last century, and how embryonic cityregion concepts influenced spatial decisions and developments. The companion paper by Brian Mubiwa and Harold Annegarn considers the different but related issue of the actual historical spatial evolution of the GCR. It examines key spatial changes that have shaped the region over a century and provides a remarkable picture, based on satellite imagery, of regional spatial growth in the last two decades.

Because of the prosperity they helped generate, cities have been a major cause of this climate change. However, it is also in cities that many of the solutions to the climate crisis—in terms of both adaptation and mitigation—will be found, not least because by 2050, almost 70 percent of the world’s population will call cities home. As such, cities are the key to arguably the greatest public policy challenge of our times. To take stock of how green, how resilient, and how inclusive cities globally are today, Thriving: Making Cities Green, Resilient, and Inclusive in a Changing Climate defines a global typology of more than 10,000 cities. It finds that there is wide variation in how green, resilient, and inclusive cities are around the world. It asks how climate change impacts cities and, conversely, how cities affect climate. Vicious cycles in development could occur as cities become more vulnerable to extreme events and the challenges compound and cascade. Finally, this report provides a compass for policy makers on policies that can help cities not only survive but also thrive in the face of the perils of climate change. Policy makers can and must act now to chart a more sustainable trajectory.

It proposes rights-based interventions as part of a radical re-imagination of how street homelessness can be ended, one person and one neighbourhood at a time. The analysis by the authors steers the direction of new ways of doing and being that could demonstrate concrete, viable and sustainable alternatives to the exclusionary realities faced by homeless persons. It argues for solution-based approaches aimed at radical forms of social inclusion and achieved through broad-based and creative collaborations by all spheres of society. In the face and presence of street homelessness – as one expression of urban vulnerability and deep socio-economic inequality – society is confronted with a clear political, institutional, moral and personal obligation. This volume calls for a reclamation of community in its most inclusionary, life-affirming and interdependent sense, asserting that we truly are well because of others, and we are unwell if others are.
