Proposed are a set of democratic innovations, ranging from citizens assemblies to regulatory gaming to citizens initiatives and lobbying, which are complementary, not antagonistic, to existing representative democracy across the European continent. These innovations are emerging bottom-up across the continent and getting traction at local, national and EU level in a new era powered by technology. This book brings together academics as well as practitioners to give a forward-looking, holistic view of the realities of EU citizen participation across the spectrum of participatory opportunities. They all converge in arguing that, after many years of proven experimentation, the EU must institutionalize supranational, participative and deliberative, democratic channels to complement representative democracy and each other, and ultimately improve the effectiveness of EU citizen participation. While this institutional approach will not magically treat the EU democratic malaise, it should make the system more intelligible, accessible, and ultimately responsive to citizen demand without necessarily undertaking Treaty reform. The attempt to harness citizen participation to help address the current EU crisis needs the type of multi-faceted approach presented in this book. One that recognises the potential of existing and new democratic mechanisms, and also, importantly, the links between different instruments of citizen participation to improve the overall quality of EU's democratic system.

After only 3 years of existence, the facts show the interest of the general public for the citizens' initiative. In particular, about 6 million citizens have already made use of their new right, and three initiatives have managed to gather more than 1 million signatures. However, we are aware that some aspects can still be improved, and we have started a reflection on possible options for improving the tool and have the intention of involving all relevant stakeholders in this exercise.

Book excerpt: Three years after the introduction of the European Citizens' Initiative, the present volume offers a critical, but nonetheless cautiously optimistic perspective on the opportunities and constraints of this novel tool of transnational participatory democracy. Bringing together a wide range of ECI researchers, the volume combines theoretical discussions on the nature and contribution of the ECI with empirical perspectives on the experiences of the first initiatives launched since April 2012. The contributions show that the ECI is difficult to place as an instrument of participatory democracy, owing to considerable ambiguity as regards its merely indirect agenda-setting function. More importantly, the ECI has so far only in part been able to fulfill the high expectations held by academics, activists and ECI organizers alike. The conclusions of the volume are, therefore, somewhat ambivalent: while the ECI clearly has significant democratizing potential, the experience of the first three years also points to a considerable need for reform.
