The renaissance of the integration agenda since the re-establishment of the regional organization in 1999 has rekindled epistemological debate among scholars and practitioners on the East African Community raison d'etre and integration process. This volume is the first of its kind in this ongoing debate that puts into proper context the nexus between the East African citizens and the integration agenda. Focusing on the Partner States case studies, the authors of the chapters operationalize the concepts of popular participation, eastafricanness, eastafricanization, democratization, and integration. Using political, national constitutions and EAC treaty, communication and awareness dimensions the authors of the chapters have analyzed the nexus between the EACcitizens and the integration process. The study generally proceeds from the premise that the exclusion of the EAC citizens from exercising their sovereign rights through popular participation undermines the prospects for the institutionalization and consolidation of the EAC identity, eastafricanness, eastafricanization, democratization and integration.

Book excerpt: Schools of Democracy offers a vivid analysis of the long-term impact of engagement in participatory budgeting institutions in Europe. While democratic innovations flourish around the world, there have been great hopes for their potential to revitalize representative government and solve the increasing apathy of the public. Based on a rich ethnographic study in France, Italy and Spain, this book shows how participatory institutions can encourage personal involvement, by creating the procedural and social conditions conducive to the formation of a competent and involved citizenry. Rather than deliberation itself, it seems that informal discussions and interactions between a diverse public allow mutual learning and the beginning of a political trajectory for people at the margins of the public sphere. However, this book also shows that citizens can become disappointed by the little decision-making power they are granted, as they leave the process often more cynical than before. Contains: A unique study on the long-term individual impact of engagement in participatory institutions. While most research deal with short-term impact, Schools of democracy addresses impact of participation after two years of engagement. Unique access to the black box of participatory institutions. While research on democratic innovations generally opt for an externalist perspective, Schools of democracy details the routine of deliberative interactions, showing how ordinary citizens speak up in public assemblies. From this perspective, the book offers incredibly rich empirical material -- coming from ethnographic research -- on how participatory democracy works. An original theoretical framework to the study of the individual impacts of participatory engagement. While most research are based on an implicit rational choice perspective, the pragmatist perspective adopted here sheds a different light on the studied phenomenon, stressing the co-construction of actors and their environment.

The urban local self-government (ULSG) is struggling to provide efficient, effective, inclusive and responsive urban services. Most ULSGs are too fragile to perform the mandated functions for enhancing the quality of life and making cities and towns livable. The book traces evolution of ULSGs, its decline after Independence, and steps taken to strengthen them, especially through the big-bang decentralization initiative of 1992 for their empowerment, by enacting the 74th Constitution Amendment Act (74th CAA). Analyzing facets of the decentralization initiative, views of two review Commissions, policy responses to it and processes for implementation of constitutional provisions, it alludes to conspicuous gaps at three levels such as (i) gaps and deficiencies in the 74th CAA (ii) gaps in the post-74th CAA municipal Acts that were required to conform to the constitutional provisions, and (iii) gaps due to half-hearted implementation of even the mandatory constitutional provisions. Empowerment and strengthening of ULSG being in the nature of an imperative, it explores plausible options within the constitutional autonomy of states. Empowerment denotes authority, power and clarity in municipal functional and fiscal domain. Therefore it also specifies experiential based rational framework and a strategy for strengthening ULSGs that must look beyond the existing predilection for mere training. Book excerpt: Migrants squats are an essential part of the ‘corridors of solidarity’ that are being created throughout Europe, where grassroots social movements engaged in anti-racist, anarchist and anti-authoritarian politics coalesce with migrants in devising non-institutional responses to the violence of border regimes. This book focuses on migrants’ self-organised housing strategies in Europe and the collective squatting of buildings and land. In these spaces contentious politics and everyday social reproduction uproot racist and xenophobic regimes. The struggles emerging in these spaces disrupt host-guest relations, which often perpetuate state-imposed hierarchies and humanitarian disciplining technologies. The solidarities and collaborations between undocumented and documented activists in these radical spaces enable possibilities for inhabitance beyond, against and within citizenship. These do not only reverse forms of exclusion and repression, but produce ungovernable resources, alliances and subjectivities that prefigure more livable spaces for all. The contributions to this book address these struggles as forms of commoning, as they constitute autonomous socio-political infrastructures and networks of solidarity beyond and against the state and humanitarian provision. The chapters in this book were originally published as a special issue of Citizenship Studies.

The book raises questions not only about access to family justice, but about the role of law in family matters in an increasingly post-legal society. Fragmentation of the market in the new services offering information, initial advice, online or alternative dispute resolution – but rarely ongoing casework – raises questions about where costs fall and how quality can be assured. Many of these services are forms of private ordering, where outcomes are hard to assess. If neither the state nor the individual can afford full legal services where the best interests of any child involved are of paramount importance, and lawyers negotiate to make best use of the resources available, perhaps it is time to consider using lawyers differently, with lay support, to solve problems before they become disputes.

The book explores the ability of citizens to participate in the making of borders, and the empowerment that can result from this bordering and debordering activity. ‘Borderwork’ is the name given to the ways in which ordinary people can make and unmake borders. Borderwork is no longer only the business of nation-states, it is also the business of citizens (and indeed non-citizens). This study of ‘borderwork’ extends the recent interest in forms of bordering which do not necessarily occur at the state’s external borders. However, the changing nature of borders cannot be reduced to a shift from the edges to the interior of a polity. To date little research has been conducted on the role of ordinary people in envisioning, constructing, maintaining, shifting, and erasing borders; creating borders which facilitate mobility for some while creating barriers to mobility for others; appropriating the political resources which bordering offers; contesting the legitimacy of or undermining the borders imposed by others. This book makes an original contribution to the literature and stands to set the agenda for a new dimension of border studies. This book was published as a special issue of Space and Polity.
