Available in PDF, EPUB and Kindle. Book excerpt: John H. Reagan was one of the most important figures in Texas history; this was the first biography of him to be published. Reagan, who was born in Sevier County, Tennessee, in 1818, came to Texas twenty-one years later—while Texas was still a republic—and stayed to play many major roles in its later economic and political development. In this excellent biography, Ben H. Procter not only re-creates for us the character of the man, with his forthright integrity and his boundless desire for knowledge, but also places him against the background of the time in which he lived. In vivid language Procter portrays the violence and vigor of pioneer life, the excitement of frontier politics, the dedication, devotion, enthusiasm, and—ultimately—despair of the Civil War, and the bitterness of the struggle with the railroad tycoons and their gargantuan monopolies. Spanning as it does the Republic of Texas, early statehood, the Confederacy, Reconstruction, and the era of the "robber barons," the story of John H. Reagan encompasses a panoramic sweep of mid- to late-nineteenth-century United States history. Throughout his long life, respect came to Reagan almost as a matter of course. The forceful strength of his personality made an impression few people could ignore. From the day when Colonel Durst hired the young Reagan as a tutor for his children, exclaiming, "This man is a scholar," until the day some fifty years later when Governor Hogg persuaded him to leave the U.S. Senate to become chairman of the new Railroad Commission because the Commission "must be above reproach," his extraordinary character and ability were recognized. In fact, the perceptive intelligence that made him examine all aspects of a situation, and the sturdy integrity and courage that made it impossible for him to abandon a position he believed to be right simply because it was for the moment unpopular, frequently gave him the appearance of a prophet. Although this "prophetic gift" occasionally led to interludes of public disfavor, Reagan was accorded honor, even in his own land—and in later years veneration—that any prophet might envy.

Book excerpt: The term "conscientious objector" was not in use during the Civil War, but the concept certainly existed. This engrossing volume studies the whole problem of objection to warfare on religious or moral grounds, as it existed during the Civil War. The author covers five major areas: the type of individuals and which religious denominations were actually opposed to the war on conscientious grounds; what efforts were made on behalf of objectors and what changes took place in their political status; the attitude of the civil and military authorities toward objectors; the number of objectors; and, finally, a comparison of the problem of conscientious objection in the Civil War with the same problem as it existed for the United States during World War I. The facts presented in this volume are of historical interest; the conclusions the author draws, however, are as relevant and important today as they have been during any period in American history.

Available in PDF, EPUB and Kindle. Book excerpt: During the Civil War, the state of Missouri presented President Abraham Lincoln, United States military commanders, and state officials with an array of complex and difficult problems. Although Missouri did not secede, a large minority of residents owned slaves, sympathized with secession, or favored the Confederacy. Many residents joined a Confederate state militia, became pro-Confederate guerrillas, or helped the cause of the South in some subversive manner. In order to subdue such disloyalty, Lincoln supported Missouri's provisional Unionist government by ordering troops into the state and approving an array of measures that ultimately infringed on the civil liberties of residents. In this thorough investigation of these policies, Dennis K. Boman reveals the difficulties that the president, military officials, and state authorities faced in trying to curb traitorous activity while upholding the spirit of the United States Constitution. Boman explains that despite Lincoln's desire to disentangle himself from Missouri policy matters, he was never able to do so. Lincoln's challenge in Missouri continued even after the United States Army defeated the state's Confederate militia. Attention quickly turned to preventing Confederate guerrillas from attacking Missouri's railway system and from ruthlessly murdering, pillaging, and terrorizing loyal inhabitants. Eventually military officials established tribunals to prosecute captured insurgents. In his role as commander-in-chief, Lincoln oversaw these tribunals and worked with Missouri governor Hamilton R. Gamble in establishing additional policies to repress acts of subversion while simultaneously protecting constitutional rights -- an incredibly difficult balancing act. For example, while supporting the suppression of disloyal newspapers and the arrest of persons suspected of aiding the enemy, Lincoln repealed orders violating property rights when they conflicted with federal law. While mitigating the severity of sentences handed down by military courts, Boman shows, Lincoln advocated requiring voters and officeholders to take loyalty oaths and countenanced the summary execution of guerrillas captured with weapons in the field. One of the first books to explore Lincoln's role in dealing with an extensive guerrilla insurgency, Lincoln and Citizens' Rights in Civil War Missouri illustrates the difficulty of suppressing dissent while upholding the Constitution, a feat as complicated during the Civil War as it is for the War on Terror.
