The fragmentation in African financial markets and its persistence despite reforms to liberalize those markets have been difficult to explain. This paper reports findings from surveys of formal and informal institutions and their clients in Ghana, Malawi, Nigeria, and Tanzania to test hypotheses explaining different aspects of fragmentation, which occurs when different market segments are poorly linked and interest rate differentials cannot be fully explained by differences in costs and risks. The study concludes that financial development strategies, and World Bank operations supporting them, should explicitly include informal and semi-formal financial institutions to improve the extent and efficiency of financial intermediation in the medium term.

The work at hand is motivated by the increasingly close relationship between security and development actors, which was a consequence of a number of protracted civil conflicts in the 1990s. These cooperations were presented by donors as a common sense solution to conflict resolution and prevention, with the roots of many conflicts being seen to lie in development problems, and security being considered a necessary condition to allow development projects to take place. Programs were developed in relation to women’s maternal health and the protection of the girl child, but other actions point to an ambiguous and even contradictory approach that failed to address gender inequality. In Obligations and Omissions, contributors examine Canada’s equivocal – and diminished – role in working toward gender equality in the period between 2006 and 2015. Using a critical feminist lens to document, analyze, and challenge Canada’s relations with the Global South, chapters explore the extent to which matters of gender equality have been erased or exploited under the Harper government and the factors that explain these policy shifts. While the contributors document successes in Canada’s approach to some issues facing women and girls around the world, they also show many problems with the ways that agenda was framed and implemented under the Conservative government..
