Piracy has become a larger security issue in the international community as the number of attacks has increased and ransoms have escalated. Countries such as China have become more involved in counter-piracy operations; however, China has neither joined the Combined Maritime Forces task force in the GOA to combat piracy nor been completely transparent about its maritime strategy in either region. There are varying theories about what is motivating China's behavior. Why is China involved in counter-piracy operations?: This thesis will attempt to answer the question, by comparing and contrasting China's behavior in these two regions. Three possible explanations will be analyzed in an attempt to answer the research question. Is China trying to meet the challenges of its rivals and establish a geopolitical position, safeguard its economic interests, or cooperate within the international community as a good global citizen? The research reveals that there is some truth to all three explanations that help to explain China's involvement with counter-piracy operations. Book excerpt: In this paper, we compare the EU's and China's anti-piracy operations off the coast of Somalia. For the EU, this is the first time it conducts a naval operation in the framework of its Common Security and Defence Policy. For China, it is the first time in half a century that it ventures into an out-of-area maritime operation. In terms of motivation, both the EU and China share not only important economic interests, but also aspirations of becoming global players in a multipolar world. Their operations serve both as an illustration of such aspirations, as well as a test case for future contingencies. By contrast, the approaches adopted by both in implementing the operations reveal the divergence of their strategies. While China, despite the willingness to become a responsible international actor, is caught in its traditional notions of non-interference and sovereignty as well as logistical constraints, the EU shows leadership in putting into practice its comprehensive notion of security. Finally, the coordination between the two as well as other actors in the area reveals the wider geopolitical stakes at hand and the complexity of making optimal use of the presence of several “great powers”. We conclude that thus far the EU succeeded in integrating China in the multilateral framework without compromising its own position and ambitions.

Observers expect that, as a result, there will be a stronger emphasis in DOD planning on U.S. naval and air forces. Administration officials have stated that notwithstanding constraints on U.S. defense spending, DOD will seek to protect initiatives relating to the U.S. military presence in the Asia-Pacific region. Decisions that Congress and the executive branch make regarding U.S. Navy programs for countering improved Chinese maritime military capabilities could affect the likelihood or possible outcome of a potential U.S.-Chinese military conflict in the Pacific over Taiwan or some other issue. Some observers consider such a conflict to be very unlikely, in part because of significant U.S.-Chinese economic linkages and the tremendous damage that such a conflict could cause on both sides. In the absence of such a conflict, however, the U.S.-Chinese military balance in the Pacific could nevertheless influence day-to-day choices made by other Pacific countries, including choices on whether to align their policies more closely with China or the United States. In this sense, decisions that Congress and the executive branch make regarding U.S. Navy programs for countering improved Chinese maritime military forces could influence the political evolution of the Pacific, which in turn could affect the ability of the United States to pursue goals relating to various policy issues, both in the Pacific and elsewhere. China's naval modernization effort encompasses a broad array of weapon acquisition programs, including anti-ship ballistic missiles (ASBMs), anti-ship cruise missiles (ASCMs), submarines, surface ships, aircraft, and supporting C4ISR (command and control, communications, computers, intelligence, surveillance, and reconnaissance) systems. Potential oversight issues for Congress include the following: whether the U.S. Navy in coming years will be large enough and capable enough to adequately counter improved Chinese maritime A2/AD forces while also adequately performing other missions around the world; whether the Navy's plans for developing and procuring long-range carrier-based aircraft and long-range ship- and aircraft-launched weapons are appropriate; whether the Navy can effectively counter Chinese ASBMs and submarines; and whether the Navy, in response to China's maritime A2/AD capabilities, should shift over time to a more distributed fleet architecture.
