This study begins with a review of China's historical activities in the Arctic then argues that its recently intensified interest there is driven by two factors: natural resources and new maritime trade routes. Next, it suggests venues for increased Chinese participation in the governance structures for the Arctic and concludes with recommendations of concrete steps that the United States can take to encourage China's responsible behavior in this dynamic international sphere of cooperation. The United States, as the incumbent chair of the Arctic Council in 2015, will need to work with the Chinese government to ensure both responsible stewardship and activities in the Arctic.

As of March 2012, there was no authoritative statement of policy from the Chinese government on the Arctic, although Chinese scientists and academics increasingly are active in the region, and suggesting policies for the nation.Although China is not an Arctic state, Chinese officials are taking great pains to demonstrate its intrinsic interests in the Arctic region. As China's global role has grown, it is not surprising that Chinese leaders should seek to take advantage of economic opportunities afforded by the melting Arctic ice, and they are preparing to confront the environmental consequences of Arctic climate change. At this stage, the Chinese leadership has yet to issue an Arctic strategy, although Chinese experts continue to debate their country's interests and goals in the Arctic. U.S.-China relations in the Arctic have thus far been cooperative, but China's growing economic and political ties with Arctic states bear scrutiny, especially in the context of heightened tensions between Russia, China's strategic partner, and the North Atlantic Treaty Organization (NATO).

How has the Chinese state employed force and diplomacy in the pursuit of these objectives over the centuries? What security strategy does China pursue today and how will it evolve in the future? The study asserts that Chinese history, the behavior of earlier rising powers, and the basic structure and logic of international power relations all suggest that, although a strong China will likely become more assertive globally, this possibility is unlikely to emerge before 2015-2020 at the earliest.
