This portrait is set firmly in the context of the history of Hong Kong as British colony on the China Coast and its role as a burgeoning commercial port within the trading complex of the Empire. It brings to life many of the people and institutions in Hong Kong and elsewhere on the development of meteorology on the China Coast. Dr. William Doberck, who became the founding director of the new Observatory, played a crucial role in its development during most of forty years covered by this story. Doberck was an astronomer with little interest in meteorology and a penchant for not suffering gladly those whom he considered to be his inferiors -- a source of much of the dissension and adversarial positions that characterized his career. In the early years of Doberck's tenure, many trials and tribulations arose from conflicts between his views on his work and those of a less than enlightened but firmly entrenched Colonial Administration. Other key players added to the mix include the local print media, local businesses and the shipping fraternity, whose ongoing dissatisfaction stemmed from conflicting perceptions and expectations on all sides. In assessing the achievements of the Observatory in its early decades, the study of typhoons has central importance. In recounting Doberck's less than stellar contributions in this regard, he narrative follows many snippets of scandal concerning Doberck and his often cantankerous relationship with his employers and the other stakeholders in the Colony. In later chapters, the author explores the complex dynamics of the contentious interactions between Doberck and the Jesuits in charge of the Manila and Zikawei Observatories. The storms that rage in the narrative as well as the tragedy of the very real storm of 1906 illustrate the drama that played out both locally and internationally in terms of jealousies, rivalries, and many attendant charges and counter-charges animating the controversy. The depiction of Doberck's eventual departure and succession story offer insight into the largely uncredited contribution of his sister to the meteorological work of the Observatory for around 40 years. Under Doberck's successors, Figg and Claxton, the Observatory enjoyed a resurgence of influence in meteorology in the China coast region. P. First, to further develop the social assistance program (i.e. the minimum living allowance program ) to address the issue of absolute poverty; Second, to improve income opportunities of the rural poor by better facilitating rural labor migration to non-farming jobs and urban labor markets, deepening rural finance reform, and providing better protection of their rights over land. Third, to invest in people through more equitable access to and financing of social services such as basic education, skills development, and health care. Further reform of the intergovernmental fiscal system is essential to the success of these efforts. This report will be of interest to central and sub-national policy makers, policy implementing agencies, researchers, development partners, and others working on economic and social development in China and in other countries. Book excerpt: Gasteruptiidae Ashmead, 1900 (Hymenoptera: Evanioidea) is a worldwide distributed family, including two extant subfamilies Hyptiogastrinae and Gasteruptiinae and one extinct subfamily Kutujellitinae. There are approximately 500 extent species of this family are recorded in the world, with only 16 species in one genus are known from China. An extensive review of previously published literatures and previously unidentified specimens referred to Gasteruptiidae results in taxonomic revision of the family from China. This monograph includes identification of six new species and eight Chinese new record species, establishment of three new synonyms, and designation of three lectotypes. Descriptions and illustrations of the 28 valid Chinese species of the genus Gasteruption are provided and key to all Chinese species are made. The results of this monograph clarify some taxonomic confusion, richen the geographical distributions of Gasteruptiidae in China and provide facilities for further research in Chinese Gasteruptiidae.

More than a quarter of these workers are employed in the Asia-Pacific region, where the industry is based on subcontracted production on behalf of international buyers. Rapid movements of manufacturing activity from country to country in search of cost advantages make clothing workers part of a globalizing labour market where they increasingly suffer from job insecurity. This book presents carefully researched case studies which highlight the ways in which labour is informalized, fragmented and made disposable by the globalization of production. Chapters address issues pertaining to rights and citizenship, and new forms of activism and organization in conjunction and coordination with diverse support groups, consumers, and wider global campaigns. Contributors further examine the role of the nation state, government regulatory bodies, as well as independent monitoring systems such as the International Labour Organization.
