Book excerpt: Abstract: This work suggests three possible avenues of implementation that would bring China's child welfare policies more in-line with their 2005 agreement to the Hague Convention on Protection of Children and Co-operation in Respect to Inter-country Adoption. These three suggestions are relaxing the One-Child policy so children are able to remain with their birth families, relaxing domestic adoption regulations to enable willing Chinese families to adopt, and creating a formal national foster care system for disable children who have little chance of adoption. It focuses on each suggestion's history, current situation, its possibility of success, and which policy suggestion has the highest potential for success concerning China's orphaned and abandoned children.
