Book excerpt: The Naval War College has expanded its expertise in the Asia-Pacific Rim region in recent years largely in response to the growing significance of the region to U.S. national security. The College has actively hired prominent scholars and hosted a number of conferences, workshops, and guest speakers focusing on the problems and possibilities facing the Pacific Rim. South and Northeast Asia, after all, are home to some of the world's fastest-growing economies and close American allies, as well as several potential political and diplomatic flashpoints. Even more to the point, China is an ascending economic and military power both in the region and on the world stage. The U.S. Navy plays a leading role in maintaining stability in the region with its strong presence and ability to guard the freedom of navigation in vital sea lines of communication. The efforts of the Asia-Pacific Rim specialists at the Naval War College in some ways represent a case of “back to the future.” One of the proudest episodes in the College's history came in the 1930s when Newport played a central role in developing the military plans necessary to cope with the ascendance of another Asian economic and military power—Japan. Although we expect that wise diplomacy and national self-interest will prevent a reoccurrence of similar difficulties in the coming decades, there is no substitute for military preparedness and well-thought-out international and regional strategies for dealing with the important region. The Naval War College Press has done its part in providing its readers with many excellent articles on regional security in Asia in the Naval War College Review; an important book—Jonathan Pollack, editor, Strategic Surprise? U.S.-China Relations in the Early Twenty-first Century (released March 2004); and now Newport Paper 22. Professor Lyle Goldstein of the Strategic Research Department of the College's Center for Naval Warfare Studies has been at the forefront of recent research into China's future. In this project he has guided a handful of naval officers through the puzzle of China's ongoing nuclear modernization programs. With the able assistance of Andrew Erickson, these sailor-scholars have examined various aspects of nuclear modernization from ballistic missile defense to nuclear command and control. In general the chapter tells a cautionary tale; the progress of China's nuclear modernization documented here should give pause to those inclined to dismiss China's military modernization. Steadily and with relatively little attention the People's Republic continues to improve its technologies and weapons systems. As the authors emphasize, no “Rubicon” has been crossed, but potentials are already apparent that, if realized, the U.S. Navy as now constituted would find challenging indeed.

In The Minimum Means of Reprisal, Jeffrey Lewis examines China's nuclear and space capabilities and deployment strategies, as well as the Chinese government's stance in arms control negotiations. Lewis finds that Chinese officials hold a "restrained view" about the role of nuclear weapons in national security and maintain a limited nuclear capacity sufficient to deter attack but not large enough for control of these weapons to be compromised. The future of cooperative security arrangements in space will depend largely on the U.S.-Chinese relationship, and Lewis warns that changes in U.S. defense strategy, including the weaponization of space, could signal to China that its capabilities are not sufficient to deter the United States from the use of force. Such a shift could cause China to reconsider its use of restraint in nuclear strategy, further damaging the already weakened arms control regime and increasing the nuclear threat to the United States and the world.

Book excerpt: There is a small risk of deliberate nuclear use and a larger risk of inadvertent nuclear use in a future US-China conflict, both of which could increase if the possibility of conflict grows or if Washington or Beijing pursue more ambitious nuclear strategies. China’s nuclear strategy has to date focused on deterring an adversary’s nuclear threats and use. While its recent nuclear arsenal modernisation is consistent with this strategy, Beijing has acquired new capabilities that could enable a shift to a nuclear first-use strategy. The United States and China are not in a nuclear arms race. Nevertheless, efforts by the United States to maintain its current margin of superiority over China’s nuclear forces, or to deter North Korea or Russia, could prompt further growth in China’s arsenal. Australia’s interests would be best served by an allied military strategy for countering China that emphasises robust conventional capabilities, relies on US nuclear weapons to deter the unlikely prospect of Chinese nuclear first-use, and strives to mitigate the risks of inadvertent nuclear escalation. Australia should work through existing mechanisms for consultation in the alliance, as well as multilateral fora, to lessen the risks of nuclear use in a future US-China conflict scenario and support informal arms control among the five permanent members of the United Nations Security Council.

That competition avoided World War III in part because during the 1950s, scholars like Henry Kissinger, Thomas Schelling, Herman Kahn, and Albert Wohlstetter analyzed the fundamental nature of nuclear deterrence. Decades of arms control negotiations reinforced these early notions of stability and created a mutual understanding that allowed U.S.-Soviet competition to proceed without armed conflict. The first half of the 21st century will be dominated by the relationship between the United States and China. That relationship is likely to contain elements of both cooperation and competition. Territorial disputes such as those over Taiwan and the South China Sea will be an important feature of this competition, but both are traditional disputes, and traditional solutions suggest themselves. A more difficult set of issues relates to U.S.-Chinese competition and cooperation in three domains in which real strategic harm can be inflicted in the current era: nuclear, space, and cyber. Just as a clearer understanding of the fundamental principles of nuclear deterrence maintained adequate stability during the Cold War, a clearer understanding of the characteristics of these three domains can provide the underpinnings of strategic stability between the United States and China in the decades ahead. Book excerpt: For decades, the reigning scholarly wisdom about nuclear weapons policy has been that the United States only needs the ability to absorb an enemy nuclear attack and still be able to respond with a devastating counterattack. So long as the US, or any other nation, retains such an assured retaliation capability, no sane leader would intentionally launch a nuclear attack against it, and nuclear deterrence will hold. According to this theory, possessing more weapons than necessary for a second-strike capability is illogical. This argument is reasonable, but, when compared to the empirical record, it raises an important puzzle. Empirically, we see that the United States has always maintained a nuclear posture that is much more robust than a mere second-strike capability. In The Logic of American Nuclear Strategy, Matthew Kroenig challenges the conventional wisdom and explains why a robust nuclear posture, above and beyond a mere second-strike capability, contributes to a state's national security goals. In fact, when a state has a robust nuclear weapons force, such a capability reduces its expected costs in a war, provides it with bargaining leverage, and ultimately enhances nuclear deterrence. This book provides a novel theoretical explanation for why military nuclear advantages translate into geopolitical advantages. In so doing, it helps resolve one of the most-intractable puzzles in international security studies. Buoyed by an innovative thesis and a vast array of historical and quantitative evidence, The Logic of American Nuclear Strategy will force scholars to reconsider their basic assumptions about the logic of nuclear deterrence.

The Chinese leadership's nationalistic ideology and concepts of force and diplomacy shaped its perceptions of the enduring dangers that confronted China. Initially, Beijing's political corridors dismissed the dangers of a nuclear war while reaffirming the principles of a "people's war," however, later, witnessed Mao recasting the struggle into one with a military-technical emphasis that relied on assured nuclear retaliation to ensure effective deterrence. With China seeing a massive amount of political guanxi being expended, it comprehended that nuclear weapons shall play a fundamental role in its long-term aspirations to augment its position and role in global politics. Given that nuclear arsenals are increasingly viewed as a critical assurance of military supremacy and security, this book distils the evolving trends in China's nuclear doctrine and strategy, and chronicles the journey of a nuclear China, assessing all pertaining facets, including a detailed analysis of the delivery vectors that focus on a high degree of mobility of assets, particularly the missiles and warheads, separately as well as complete weapon systems. During the 1960s, Beijing proceeded with its nuclear weapons programme mindful that it was vulnerable to decapitation, and this book's narrative underscores that China seeks to improve the survivability and mobility of its existing strategic nuclear forces through a robust nuclear modernisation campaign, including nuclear weapon miniaturisation technology. This, subsequently, leads onto a pressing debate on whether China would aspire to modify, qualitatively and quantitatively, its nuclear posture without necessarily deposing its brand of nuclear minimalism, which has been the core of its nuclear strategy, at least for public consumption.
