Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Truth About China and Japan The present volume has been written primarily to allow the ordinary reader to see at a glance what the position really is today in Eastern Asia, and to explain precisely why there should be conflict between China and Japan. The essential point - which the writer first insisted upon at great length in The Fight for the Republic in China - is that a dual policy, one policy for the East for the West; that she uses military power and secret loans to advance the first, and diplomacy and publicity the second and that this intricate matter can be understood only by exploring the history of the remote past and linking it up with what is taking place to-day. The fact that the Imperial Conference, which has just concluded its labours, failed to reach any unanimous conclusions on the subject of Japan gives additional point to the arguments which follow, and demands that the important group of documents in the Appendix - particularly the anglo-japanese Treaty - be studied in the light of this new development. Book excerpt: Excerpt from The Foreign Relations of China, Vol. 3: The Policy of Japan in China; A Dissertation Submitted to the Board of University Studies of the Johns Hopkins University in Conformity With the Requirements for the Degree of Doctor of Philosophy Actuated by this high resolve, she bent all her energy on the day when she would come to grapple with the new menace. Working day and night in preparation for the coming crisis, Japan abandoned her old hostility toward China and espoused the Open Door policy. Responding readily to Secretary Hay's circular note of 1899, she gave her assent to so just and fair a proposal of the United States, provided that all the other Powers concerned shall accept the same. 13 During the Boxer Uprising, her soldiers exemplified both courage and orderly conduct, and in the negotiation for settlement, she sided, mainly, with Great Britain and the United States. As against the Russian Convention in regard to Manchuria, and the Seven Articles, joining Great Britain and the United States, she entered repeated protests. During the nego tiations attending the conclusion or the anglo-japanese Alliance Count Hayashi, in response to Lord Lansdowne's inquiry as to Japan's policy in China, replied: As I have before stated, we entirely agreed with the British policy in Eastern countries. That is to say, we wish to maintain the territorial integrity of China and the princi ple of equal opportunity. 1 And when the Alliance was concluded, the preamble read. The Portsmouth Peace treaty was more of a peace settlement of a makeshift sort and in the nature of a transference of property than as a solu tion of the Far Eastern question which the War had failed to solve. The fact that Japan stepped right into the Russian boot in South Manchuria by suc ceeding to all the rights, privileges, concessions, and properties granted to Russia by China sewed to strengthen this belief. Book excerpt: Excerpt from A Concise History of the War Between Japan and China The compiler has also studiously avoided entering into argument or treading on disputed ground, and believes that his compilation is at least free from rhetorical flourishes and from padding. He has with an effort confined himself to a plain, unvarnished relation, where it is so easy to let enthusiasm run riot; and whether this be a merit or otherwise, only the general interest taken in the war will probably induce the perusal of this work. Book excerpt: Excerpt from Japan and China I am proposing, as it were, that the nations Should with one accord adopt the doctrine of President Monroe as the doctrine of the world. That no nation should seek to extend its policy over any other nation or people, but that every people Should be left free to determine its own policy, its own way of development, unhindered, unthreatened, unafraid, the little along with the great and powerful. This was a noble address which President Wilson delivered to the Senate on January 22, 1917. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. The price paid to end the most intrusive reconstruction of a nation in modern history was a cold war alliance with the U.S. that ensured American dominance in the region. Kenneth Pyle offers a thoughtful history of this relationship at a time when the alliance is changing.

Book excerpt: Excerpt from The Twenty-One Demands: Japan Versus China Japan wished, however, to play bigger stakes. Sofib on August 15, 1914, Japan sent the ultimatum to Germany, calling on the latter to deliver on a date not later than September 15 to the Imperial Japanese authorities, without condition or compen sation, the entire leased territory of Kiao-chow, with a View to the eventual restoration of the same to China. The ultimatum was ignored by Germany, and war was declared by Japan on August 24. The Chinese Government, realising that a major portion of the military operations against the German leased territory would be carried on in the Shantung prov ince, and being anxious to limit these operations to the smallest area commensurate with the military necessity so that her people would be subjected to as little miseries and devastations of the armed con flict as possible, established a special war zone in which the belligerents could carry on their hostile operations against each other. The establishment of this special military area in Shantung was noti fied to Japan, Germany, and the allied Powers, in a circular note under the date of September 3, 1914. It is very important to remember the creation of this special military area, for its abolition later was seized upon as an excuse justifying the presentation of the Twenty-one Demands. It is also important to add that to this war zone Japan vigorously objected, for She thought that it would tend to hamper and to limit her military Operations.
