At the same time, contemporary power rivalries are increasingly affected by currency wars, economic diplomacy, competitive intelligence, economic warfare, indirect strategies, and state capitalism. The events in Ukraine in Spring 2014 reconfirm that Thomas Friedman’s flattening of the world (based on the coincidence of the collapse of the Berlin Wall and the emergence of Netscape and the Web; workflow software; uploading; outsourcing; offshoring; supply-chaining; insourcing; in-forming; and “steroids” like Facebook and Instagram) goes hand in hand with the fact that, as postulated by Robert Kaplan, geography still matters in a global world. Globalization exists because of local processes, and local processes are ultimately shaped by globalization. Geography remains among the primary factors shaping a country’s foreign policy. This book addresses the most fundamental geopolitical issues observable in a region where the “great game” of geopolitics is particularly still alive – in East- and South-East Asia. The contemporary geopolitical situation in this part of the world is far from stable: the width and depth of economic integration in the region resonates with the nature of political relations, crises in the global financial system, climate change, and the regional security architecture inherited from the Cold-War era. In terms of power relations, the particular changes in the region’s status quo imply an immediate intensification of the PRC’s activities within the framework of political and security dialogue with its direct neighbors, ultimately leading to a rivalry between China and the United States. The studies presented in this book largely focus on East- and South-East Asian actors and problems, while studies of the situation in other global regions enrich the research by adding a global dimension to the study of regional geopolitical affairs.

This book brings together work on specific aspects of the politics of resources for each of these countries, regionally and internationally. There are some similarities in the approaches taken by all these three. For example, their development assistance shares a focus on infrastructure building and reluctance to purposefully influence domestic politics. However, there are also significant differences due in large part to the individual nature of the states as international actors. China has significant domestic supplies of resources while Japan and Korea are net importers. China’s size also marks it out as different, as does its state socialist history and continuing authoritarian state. One of the key issues to understanding contemporary resource politics in Northeast Asia is that Western dominance of the world order is currently declining. In some cases Northeast Asian approaches to resources are seen as being mercantilist. In other cases Northeast Asian powers are seen as replacing Western powers in exploiting resource-rich developing countries. Book excerpt: This book analyzes the Chinese-centered globalization ‘from below’ brought about by China’s entrepreneurial migrants and conceived of as a projection of Chinese power in the Belt and Road Initiative partner states. It identifies the features of this globalization ‘from below,’ scrutinizes its mutually reinforcing relationship with China’s globalization ‘from above,’ and shows that these two globalizations are intrinsically related to the construction of a new international order. It outlines how the actors in China’s globalization ‘from below’ include Chinese emigrants who are located in informal transnational economic networks. It reveals that Beijing has enacted many laws that compel these emigrants to contribute to the development of their country of origin but also influences them through the successful promotion of a specific type of deterritorialized nationalism; and that China is ready to impose harsh punitive actions on political elites in partner states which fail to protect its migrants or limit their economic activities. Finally, it argues that China’s globalization ‘from below’ is fundamentally different from the non-hegemonic globalization ‘from below’ represented by, among others, Lebanese and East Indian traders, and that China’s globalization ‘from below’ is rather a self-interested national strategy intended to support the construction of a Chinese-centered international order.
