Book excerpt: In the last two decades of the twentieth century, many countries in Latin America freed themselves from the burden of their authoritarian pasts and developed democratic political systems. At the same time, they began a process of shifting many governmental responsibilities from the national to the state and local levels. Much has been written about how decentralization has fostered democratization, but informal power relationships inherited from the past have complicated the ways in which citizens voice their concerns and have undermined the accountability of elected officials. In this book, Andrew Selee seeks to illuminate the complex linkages between informal and formal power by comparing how they worked in three Mexican cities. The process of decentralization is shown to have been intermediated by existing spheres of political influence, which in turn helped determine how much the institution of multiparty democracy in the country could succeed in bringing democracy “closer to home.”

Book excerpt: The present compilation of ballads from the Mexican states of Guerrero and Oaxaca documents one of the world’s great traditions of heroic song, a tradition that has thrived continuously for the last hundred years. The 107 corridos presented here, gathered during ethnographic research over a period of twenty-five years in settlements on Mexico’s Costa Chica and Costa Grande, offer a window into the ethos of heroism among the cultures of Mexico's southwestern coast, a region that has been plagued by recurrent cycles of violence. John Holmes McDowell presents a richly annotated field collection of corridos, accompanied by musical scores and transcriptions and translations of lyrics. In addition to his interpretation of the corridos’ depiction of violence and masculinity, McDowell situates the songs in historical and performance contexts, illuminating the Afro-mestizo influence in this distinctive population.

Available in PDF, EPUB and Kindle. Book excerpt: An essential history of how the Mexican Revolution gave way to a unique one-party state In this book Paul Gillingham addresses how the Mexican Revolution (1910–1940) gave way to a capitalist dictatorship of exceptional resilience, where a single party ruled for seventy-one years. Yet while soldiers seized power across the rest of Latin America, in Mexico it was civilians who formed governments, moving punctiliously in and out of office through uninterrupted elections. Drawing on two decades of archival research, Gillingham uses the political and social evolution of the states of Guerrero and Veracruz as starting points to explore this unique authoritarian state that thrived not despite but because of its contradictions. Mexico during the pivotal decades of the mid-twentieth century is revealed as a place where soldiers prevented military rule, a single party lost its own rigged elections, corruption fostered legitimacy, violence was despised but decisive, and a potentially suffocating propaganda coexisted with a critical press and a disbelieving public.

Available in PDF, EPUB and Kindle. Book excerpt: ñDavid is mine!î Mrs. Renteria shouts out to her neighbors gathered about the dead but handsome young man found in the dry riverbed next to their homes in a Los Angeles barrio. ñDavid?î Tiburcio asked. ñSince when is his name David? He looks to me more like a ƒî Tiburcio glanced at the manÍs face, ñƒ a Luis.î Mrs. RenteriaÍs neighbors call out a litany of names that better suit the mysterious corpse: Roberto, Antonio, Henry, Enrique, Miguel, Roy, Rafael. The very first winner of the Chicano / Latino Literary Prize in 1974, Ron AriasÍ ñThe Wetbackî uses dark humor to reflect on the appearance of a dead brown man in their midst. This landmark collection of prize-winning fiction, poetry, and drama paints a historical and aesthetic panorama of Chicana/o and Latina/o letters over a twenty-five-year period beginning in 1974 and ending in 1999. Most, but not all, of the winning entries are featured in this anthology, which also includes second- and third-place winners, as well as honorable mentions. Now entering its thirty-first year, the award has recognized a wide variety of writers, from established ones such as Juan Felipe Herrera, Michael Nava, and Helena Maria Viramontes, to those that are lesser known. Many of the pieces in this anthology are considered to be foundational texts of Chicana/o and Latina/o literature, and those that are not as widely recognized deserve more serious study and attention. Presented in chronological order, the selected writings are primarily in English, although some are written in Spanish, and others in Spanglish. Some, like Francisco X. AlarconÍs poem ñRaices / Roots,î appear in both languages: ñMis raices / las cargo / siempre / conmigo / enrolladas / me sirven / de almohada.î ñI carry / my roots / with me / all the time / rolled up / I use them / as my pillow.î In addition to the diverse array of authors, styles, and genres, the works included in this collection cover a wide range of themes, from more political issues of ethnic, gender, and class.
