Book excerpt: After an impressive recovery from the fallout of the Covid-19 pandemic, the Chilean economy is confronting an acute deterioration of the external environment. Downside risks have materialized, including a tightening of global financial conditions, a slowdown in global growth, and a substantial drop in Chile’s terms of trade. Domestic economic policies are appropriately being recalibrated to mitigate risks and preserve macroeconomic stability, while supporting vulnerable groups. The authorities will continue leveraging on Chile’s very strong fundamentals and policy frameworks to implement an ambitious reform agenda in a challenging external environment.

Book excerpt: Peru’s very strong macroeconomic policies and institutional policy frameworks have helped anchor strong growth and stability over the past several years and navigate the challenges posed by the COVID-19 pandemic. The confluence of a sound inflation-targeting regime, flexible exchange rate, credible fiscal framework, reflected in very low public debt, and sound financial sector supervision and regulation have allowed the country to deploy a robust policy response to mitigate the socio-economic impact of the pandemic while sustaining strong access to international capital markets. Following the worst economic contraction in 30 years, economic activity is expected to rebound this year as COVID-19 vaccines are rolled out, and the pandemic is gradually brought under control. Real GDP is expected to return to its pre-pandemic level by 2022, supported by improved terms-of-trade and a pick-up in domestic demand. The second round of presidential elections is scheduled for June 6.

Book excerpt: This paper explores Chile’s Request for an Arrangement Under the Flexible Credit Line (FCL). Chile qualifies for the FCL by virtue of its very strong fundamentals, institutional policy frameworks, track record of economic performance and policy implementation and commitment to maintain such policies in the future. Notwithstanding its very strong fundamentals and policy settings, Chile’s open economy is exposed to substantial external risks as a result of the ongoing coronavirus disease 2019 outbreak, including a significant deterioration in global demand for Chilean exports, a sharp decline or reversal of capital inflows toward emerging markets, and an abrupt tightening of global financial conditions. The authorities intend to treat the FCL arrangement as precautionary and temporary, and to exit the arrangement as soon as the 24-month period is completed, conditional on a reduction of risks at the time of the mid-term review.

Book excerpt: Peru’s long track record of very strong economic fundamentals and institutional policy frameworks allowed the country to deploy a robust policy response to mitigate the impact of the pandemic and a subsequent successful withdrawal, while preserving macroeconomic stability and sustaining ample access to international capital markets. GDP growth slowed in 2022, falling below potential as the policy stimulus was withdrawn, the external backdrop turned more challenging, and political instability weighed on private investment. Growth is expected to remain subdued in 2023 and to converge gradually to potential over the medium term. Inflation rose in line with international trends but is expected to fall towards the upper end of the target range by year-end. The macroeconomic policy mix is broadly appropriate.

The authorities’ policy focus has shifted from supporting the recovery through appropriate countercyclical measures to rebuilding policy buffers through fiscal consolidation, the normalization of monetary policy, and a strengthening of the reserve position.

Book excerpt: After an impressive recovery from the COVID-19 pandemic, the Chilean economy is undergoing a necessary transition towards sustainable growth amid a challenging external environment. Policy implementation remains very strong, geared towards correcting macroeconomic imbalances that built up during the pandemic while protecting the most vulnerable and advancing structural reforms, consistent with past Fund Advice (Annex I). On August 29, the IMF Executive Board approved a two-year Flexible Credit Line (FCL) arrangement for Chile in the amount of SDR 13.954 billion (800 percent of quota) to augment precautionary buffers and provide substantial insurance against adverse scenarios.

Book excerpt: This paper discusses Colombia’s Review Under the Flexible Credit Line (FCL) Arrangement. Growth is projected to remain robust in 2014 and beyond, although risks are tilted to the downside. Real GDP is projected to grow at around potential in 2014 and over the medium term, with inflation remaining within the target range of 2–4 percent. However, Colombia remains vulnerable to external risks, including a sharp decline in oil prices and a surge in global financial market volatility. The IMF staff assesses that Colombia continues to meet the qualification criteria for access to FCL resources, and recommends completion of the review under the FCL arrangement for Colombia.

Book excerpt: This paper highlights Peru’s Request for Arrangement Under the Flexible Credit Line (FCL). Peru qualifies for the FCL by virtue of its very strong fundamentals and institutional policy frameworks and track record of economic performance and policy implementation. The coronavirus disease 2019 shock poses an extraordinary challenge, which is pushing the Peruvian economy into a recession. The authorities have responded decisively by putting in place stringent containment measures and a large policy package to limit the socio-economic fallout, which has been possible thanks to Peru’s ample fiscal space and monetary policy credibility. The package includes a broad set of measures aimed at containing the health emergency, supporting vulnerable businesses and households, and maintaining adequate credit flows to the economy. Nonetheless, and despite its very strong policy buffers, Peru remains vulnerable to external tail risks. A prolonged Covid-19 outbreak would have significant repercussions for trade and financial flows, which could put significant pressure on Peru’s balance of payments and magnify the adverse domestic impact of the coronavirus disease 2019 shock.

Book excerpt: COVID-19 has taken a severe toll on Colombia’s society and economy—including over 60,000 deaths and over 5 million jobs temporarily lost in Colombia’s largest recession on record. A gradual but uneven recovery led by private domestic demand and manufacturing is underway, but services continue to be weak. While the economy had remained resilient before the pandemic owing to very strong policy frameworks, economic activity is not expected to return to pre-pandemic levels until the end of 2022.

The FCL arrangement has provided Colombia an additional coverage against adverse external shocks, in the context of strong monetary and fiscal policies. Colombia’s strong institutional and policy frameworks have created the scope to support domestic demand with prudently expansionary macroeconomic policies. The resources from the FCL have helped to bolster confidence in the country’s ability to withstand additional external shocks. In the IMF staff’s view, Colombia continues to fully meet the FCL qualification criteria.

The economy continues to grow at a moderate rate and inflation is close to the target. Looking ahead, activity should be supported by strengthening external demand and by the implementation of the structural reforms. The IMF staff’s assessment is that Mexico continues to meet the qualification criteria for access to FCL resources

Book excerpt: Colombia’s strong institutional frameworks and sound policy management have underpinned a strong macroeconomic performance and contributed to reducing vulnerabilities. The Colombian economy exhibited great resilience during the global crisis, and the output recovery is well entrenched. The impact on fund finances, risks, and safeguards are discussed. The Colombian authorities viewed that the uncertainties surrounding the external environment remain elevated and that a successor flexible credit line (FCL) arrangement with a duration of two years would provide useful protection against continuing external risks.
