Book excerpt: "The Children's Television Act of 1990(CTA) and related FederalCommunications Commission (FCC)rules restrict advertising duringchildren's programs, whether aired bybroadcast stations, cable operators, orsatellite providers, and encouragebroadcasters to air at least 3 hours perweek of educational and informationalprogramming for children (known as "core children's programming").Broadcasters that certify in theirlicense renewal application that theyaired the minimum amount of corechildren's programming are eligible forexpedited review. As requested, thisreport discusses (1) trends in children'sprogramming, (2) FCC efforts toenforce the act, and (3) the extent towhich parents value and use corechildren's programming. GAOanalyzed FCC data, interviewed FCCand broadcast station officials, andconducted focus groups with parents. GAO recommends that FCC (1)implement a strategy to oversee cableoperators' and satellite providers'compliance, (2) work with industry todevelop voluntary guidelines forassessing core children'sprogramming, and (3) implement andassess the effectiveness of additionalmechanisms to inform parents aboutcore children's programming.
