Book excerpt: This book offers a sociological exploration of street children in India and what pulls and pushes them into delinquency, at a time when the government of India is contemplating strengthening its juvenile justice system. It draws on in-depth, qualitative research carried out by an NGO which included unstructured and structured interviews with over 600 children as well as stakeholders. Through the stories of Indian children, this book examines the major factors which together play a crucial role in their engagement in deviant behaviour as they grow up. However, the authors argue that they should not be viewed not as a dangerous threat but as the country’s most valuable resource. The authors conclude that a punitive strategy may not be the best option, advocating instead for a focus on restorative justice which has been found to be effective and beneficial alongside other strategies which help strengthen families and enhance parenting skills.

He is the Vice- Chairperson of the Indian Society of Criminology. He was a Co-investigator of a national study funded by the University Grants Commission, New Delhi, and has completed 1 minor project funded by UGC. He was awarded four times with Best Research Paper. Twice for presentations in the national conference on a reservation in India and social justice, respectively, and twice in the international conference for the paper titled Child Rearing in South India and protection of women in spaces. Awarded RM Mahadevan Gold Medal for securing First Rank in M.A. in Criminology and Criminal Justice Sciences in the year 2003. Awarded Senior/ Junior Research Fellowship of University Grants Commission (National Eligibility Test for Lectureship in India), in the year 2002. He was awarded the most promising researcher award by SASCV in the year 2015 and he is a Fellow of the Indian Society of Criminology, since 2014. He has authored 1 book, Co-edited 2 book, and published over 50 Articles in reputed academic journals, 15 book chapters, and 10 conference proceedings to name a few. He has presented more than 90 papers at International, National, and State level conferences and seminars. He has organized an international symposium, 5 National level conferences/symposiums, over 8 workshops, and 70 one-day programmes at regional levels. He has organized over 12 extension programs (Crime Prevention and Awareness Campaigns) for the benefit of villages, schools, and colleges within the university jurisdiction. He has conducted several training programmes for in-service and newly recruited police officers, probation, and home guards of Tamil Nadu. Also, he is a member of several academic and examination boards in universities for under and post-graduate programmes in criminology, police science, human rights, duties education, security management, private investigation, and victimology courses. His area of academic competence includes Economic Crimes with special reference to study of Anti-corruption studies, Cybercrimes, Drug Abuse, Social Justice- Reservation in Education and Employment, Victimology, and Contemporary Crimes. Book excerpt: There is an existing gap currently in the academic discourse pertaining to the treatment of juveniles before, during and after their conflict with the law. This book attempts to identify this lacuna in the Indian juvenile justice system and study its impact on our children. It remedies this crucial gap by juxtaposing 'what is' with 'what ought to be' by analysing the results of a study conducted in observation homes and special homes in the National Capital Territory of Delhi, Haryana and Punjab. The data was studied on parameters which reflect upon all aspects of the life and experiences of juveniles before their conflict with the law, inside the homes as well as their post-release prospects. This data was then tested vis-à-vis the requirements of the standard of living, reformation, rehabilitation and reintegration mandated under the Juvenile Justice Act, 2000, as well as the Juvenile Justice Act, 2015. Presenting a comprehensive account, the book further details the amendments in the juvenile justice laws after the Nirbhaya case and offers a critique to it on the grounds of both descriptive realities as well as the current normative understanding of juvenile justice.

Nevertheless, a child missing is not considered in the legal system as a heinous crime resulting in large number of cases either not being registered or with little investigation and follow up. The study says that the possible reasons that contribute to the lack-lustre law enforcement include gaps in policy, knowledge, resources, institutional capacity and commitment / political will. Based on the gaps, the study recommends a highly skilled investigation and rapid response agency/task force on missing children, formation of National Centre for Missing and Exploited Children and establishment of a centralized data bank. The study has also recommended development of a Standard Operating Procedure for investigation and proposed a definition of Missing Children and policy guidelines on trafficking and missing children.
