Book excerpt: This quantitative correlational study explored if and to what extent pre-existing health conditions, resilience and coping mechanisms moderated the relationship between job-related stress reactions and mental health outcomes in child protective services social workers. The most challenging clients are victims of trauma, and professionals who work with trauma survivors are at risk of experiencing job-related stress reactions which can be harmful to their overall health. Ann Masten’s variable-focused model of resilience theory guided this study, which involved ninety-six child protective services social workers, supervisors, managers, and directors in North Carolina. Data was collected through a survey which involved demographic questionnaire with a screening for pre-existing health conditions and five instruments: The Connor-Davidson Resilience Scale, Medical Outcomes Scale, Secondary Traumatic Stress Scale, Vicarious Trauma Scale, and Brief Resilient Coping Scale. Hayes PROCESS macro was used to analyze data to determine the moderation between variables. Results of the analysis found resilience to correlate with mental health outcomes and resilient coping to correlate with job-related stress reactions; however, no moderators were statistically significant. Future research may consider obtaining information on the effects of adversity by exploring secondary trauma in child protective services social workers and how these professionals persevere through the trauma.

Book excerpt: This book proposes what, to many professionals in the child welfare field, will appear a radically different explanation for our society's decisions to protect children from harm and for the significant drop in substantiated child abuse numbers. At the center of this conceptual and analytic approach is the contention that social outrage emanating from horrific and often sensationalized cases of child maltreatment plays a major role in CPS decision making and in child outcomes. The ebb and flow of outrage, we believe, invokes three levels of response that are consistent with patterns of the number of child maltreatment reports made to public child welfare agencies, the number of cases screened-in by these CPS agencies, the proportions of alleged cases substantiated as instances of real child abuse or neglect, and the numbers of children placed outside their homes. At the community level, outrage produces amplified surveillance and a posture of "zero-tolerance" while child protection workers, in turn, carry out their duties under a fog of "infinite jeopardy." With outrage as a driving force, child protective services organizations are forced into changes that are disjointed and highly episodic; changes which follow a course identified in the natural sciences as abrupt equilibrium changes. Through such manifestations as child safety legislation, institutional reform litigation of state child protective services agencies, massive retooling of the CPS workforce, the rise of community surveillance groups and moral entrepreneurs, and the exploitation of fatality statistics by media and politicians we find evidence of outrage at work and its power to change social attitudes, worker decisions and organizational culture. In this book, Jungian psychology intersects with the punctuated equilibrium theory to provide a compelling explanation for the decisions made by public CPS agencies to protect children.

Given the magnitude of the issues, they believed that it would be inappropriate to paint with too broad a stroke. What they have accomplished, however, is to codify and identify what the participants repeatedly noted in regard to issues and difficulties inherent in conducting outcome evaluation. These include: varying definitions of outcome; complexities in measuring outcomes of particular interventions with different groups of consumers and documenting the effectiveness of the intervention; the tendency to focus on evaluation of process more than outcome; the challenge of involving practitioners in the evaluation task, in part because its value is unclear to them or perceived as distant or untrustworthy; the typical inadequacy of resources available for systematic evaluation; and the need to inject rigor into the design and execution of evaluation projects. The authors demonstrate strong conviction about sharing research expertise across national boundaries; learning through each other how to cope with organizational impediments to cross-national collaboration; and strengthening the interaction between practice and research.
