This manual focuses on the need for all United States (US) forces to be prepared to fight and win in a CBRN environment. It addresses the support theDepartment of Defense (DOD) may have to provide to support homeland security (HLS). The planning and coordination for CBRN decontamination takes place with the realization that the potential CBRN environment could be one in which there is deliberate or accidental employment of CBRN weapons, or deliberate or accidental attacks or contamination with toxic industrial material (TIM) (see Joint Doctrine for Operations in Nuclear, Biological, and Chemical [NBC] Environments). 2. Purpose - This publication provides a reference for CBRN decontamination; bridges the gap between service and joint doctrine; and contains tactics, techniques, and procedures (TTP) for planning and executing operations in a CBRN environment. This manual addresses concepts, principles, and TTP to include planning, operational considerations, and training and support functions. It serves as the foundation for the development of multiservice manuals and refinement of existing training support packages (TSPs), mission training plans (MTPs), training center and unit exercises, and service school curricula. It drives the examination of organizations and materiel developments applicable to CBRN decontamination. 3. Application - The audience for this publication is combatant commands, joint task forces (JTFs), functional and service component units, and staffs in foreign and domestic locations that could be challenged by operations in a CBRN environment. 4. Implementation Plan - Participating service command offices of primary responsibility (OPRs) will review this publication; validate the information; reference and incorporate it in service and command manuals, regulations, and curricula as follows: Army. The United States Army (USA) will incorporate this publication in USA training and doctrinal publications as directed by the Commander, United States Army Training and Doctrine Command (TRADOC). Distribution is according to the USA publication distribution system. Marine Corps. The United States Marine Corps (USMC) will incorporate the procedures in this publication in USMC training and doctrinal publications as directed by the Commanding General (CG), Marine Corps Combat Development Command (MCCDC). Distribution is according to the USMC publication distribution system. 4 April 2006 FM 3-11.5/MCWP 3-37.3/NTTP 3-11.26/AFTTP(I) 3-2.60 i Navy. The United States Navy (USN) will incorporate the procedures in this publication in training and doctrinal publications as directed by the Commander, NavyWarfare Development Command (NWDC). The Preparedness Directorate Office of G&T SSD works closely with other ODP divisions and Homeland Security professionals gaining an intimate understanding of the emergency responder technology needs and shortfalls. In addition, SSD conducts commercial technology assessments and demonstrations, and transfers equipment directly to the emergency responders. As part of the Congressional FY–03 funding, SSD was tasked with developing CBRNE technology guides and standards for the emergency responder community. This is one of several guides that will aid emergency responders in the selection of CBRNE technology.

Ports of debarkation during initial entry can be centers of gravity and high value targets for adversaries because they are vital for generating, enhancing, and sustaining combat power. A possible course of action to deny access or degrade the building of a sustained force is through the employment of persistent CBRN contamination seaports of debarkation (SPOD), aerial ports of debarkation (APOD), marshalling areas, main supply routes, or supply depots. In order to maintain force momentum, rapid mitigation of the effects and restoration of logistics capabilities to full operational capacity is essential. This objective is achieved through consequence management and fixed-site decontamination operations. The effectiveness of CBRN consequence management and fixed-site decontamination executed in the Joint Security Area can be improved through the study of joint and multi-service doctrine, increased participation in joint CBRN consequence management training exercises, and timely fielding of joint fixed-site decontamination equipment.
