By 2009, more than two-thirds of the countries in the region had a president from a left- or center-left party. Despite common sociopolitical and economic developments with its neighboring countries, Colombia elected a leftist president – for the first time in its modern history – only this year. The present paper examines the factors that might explain Colombia’s comparatively late political Left Turn. To this end, it explores the historic conditions that hindered the consolidation of a leftist political party or coalition with broad electoral support until the foundation of the Historic Pact for Colombia. Moreover, it draws attention to the recent social, political and economic developments that have fostered the expansion of this left-wing coalition yet considering that the efforts to cement a leftist political alternative date back to the last century.

Book excerpt: Colombia’s long path towards peace was heavily marked by the signing of a peace agreement in 2016 that was supposed to officially put an end to the longest-running conflict in modern Latin America. Nevertheless, even after more than four years since that historic milestone, violence continues to plague the country, endangering the transition towards a real transformation. Although the conflict’s origin is complex and multicausal, some of its root causes, such as socioeconomic inequality, limited political participation and the State’s absence in several regions, remain unsettled. Colombia faces a still tremendous challenge: the implementation of the peace accords – which independently of their actual fulfillment – rely on a broad reconciliation and consensus-seeking process. The European Trust Fund for Colombia (EUTF for Colombia) – established in December 2016 – embodies the EU’s aim to contribute to sustainable development in the long run. This premise builds the essence of the EU Development Policy. The following thesis attempts to examine the EU peacebuilding strategy in Colombia in the aftermath of the conflict. The main question guiding the research is: To what extent has the EUTF for Colombia contributed to the building of a just and sustainable peace in the country during the post-conflict era?

Book excerpt: Private corporations are rarely discussed as playing a role in efforts to curb civil violence, even though they often have strong interests in maintaining stability. Violence often damages the infrastructure necessary to deliver goods to market or may directly target companies. Corporations also have a normative obligation to conduct business in ways that promote peace. While there are historical examples of firm-instigated violence and firms reaping benefits from instability and conflict, there is also evidence that corporations proactively engage in peacebuilding. For example, firms devise programs to promote economic development, offer access to education, and employ former combatants. In The Building and Breaking of Peace, Molly M. Melin develops a theory of the conflicting roles corporations play in both building and preventing peace. Melin shows that corporations engage in peacebuilding when there is a gap in the state's capacity to enforce laws, but they also weigh the opportunity costs of peacebuilding, responding to the need for action when conditions enable them to do so. Firms are uniquely situated in their ability to raise the cost of violence, and proactive firms can increase the years of peace in a country. At the same time, an active private sector can make it harder for states with ongoing conflict to reach an agreement, as they act as an additional veto player in the bargaining process. Including original cross-national data of peacebuilding efforts by firms in Latin America, the Middle East, and Africa from 2000 to 2018, and in-depth case analyses of corporate actions and outcomes in Colombia, Northern Ireland, and Tunisia, Melin shows that corporations help to prevent violence but not resolve it. In examining the corporate motives for peacebuilding and the implications of these activities for preventing violence and conflict resolution, the book builds a more holistic picture of the peace and conflict process. The findings also help explain why armed civil conflicts persist despite the multitude of diverse actors working to end them.

Even when they claim territory and threaten governmental writ, they typically face a military backlash too powerful to withstand. States struggle with addressing the political roots of such movements, and their military efforts mostly just "mow the grass," yet, for the insurgent, the grass is nonetheless mowed-and the armed project must start over. This is the insurgent's dilemma: the difficulty of asserting oneself, of violently challenging authority, and of establishing sustainable power. In the face of this dilemma, some insurgents are learning new ways to ply their trade. With subversion, spin and disinformation claiming centre stage, insurgency is being reinvented, to exploit the vulnerabilities of our times and gain new strategic salience for tomorrow. As the most promising approaches are refined and repurposed, what we think of as counterinsurgency will also need to change. The Insurgent's Dilemma explores three particularly adaptive strategies and their implications for response. These emerging strategies target the state where it is weak and sap its power, sometimes without it noticing. Book excerpt: The papers in this SI present valuable results in the topics of soils, sediments, and water contamination according to the consideration of ecological and health risk. They also point out open questions and possible avenues for future research. Biochar application can benefit both soil conservation and contamination, but further research should be conducted to investigate whether these positive effects can be extended to the field scale. Similar to biochar, scale-up design will be helpful for thin-layer capping in in situ sediments using mixed active amendments. Both physiochemical analysis and bioassays mutually supported the evaluation results of river water quality. However, we need better approaches and policies for management to prevent further contamination from the discharge of untreated industrial and domestic waste into this aquatic ecosystem. The use of microorganisms to eliminate antibiotics is a promising strategy, but future work should verify the biodegradation ability of antibiotic-degrading bacteria in wastewater treatment plants.
