The gradual abandonment of the Chartist movement after 1842 implied no decrease of class consciousness among the workingmen of Great Britain and no relaxation of their effort to better their condition. The undoubted improvement in the conditions of life and labor in the years which followed the industrial depression of 1842 was only a relative improvement after all. It was not so much that the exceptional prosperity of those years weakened the Chartist movement as that the exceptional misery of the preceding period had created the movement and was alone able to maintain it. In many branches of industry wages were still very inadequate, hours of labor excessively long, and abuses of the employer's power, such as the "truck" system or the payment of wages in goods from the company store,1 widely prevalent. But the further struggle of the British poor against the social conditions which limited and oppressed them was largely transferred from the political to the economic field. This new phase of the labor movement was, however, greatly aided and strengthened by the training in independent action as a class which the British workingman had learned in the Chartist agitation. We have the testimony of many Chartists as proof of the popular weariness of purely political agitation.
