Book excerpt: Providing a comprehensive history of the City University of New York, this book chronicles the evolution of the country’s largest urban university from its inception in 1961 through the tumultuous events and policies that have shaped it character and community over the past fifty years. On April 11, 1961, New York State Governor Nelson Rockefeller signed the law creating the City University of New York (CUNY). This legislation consolidated the operations of seven municipal colleges—four senior colleges (Brooklyn College, City College, Hunter College and Queens College) and three community colleges (Bronx Community College, Queensborough Community College, and Staten Island Community College)—under a common Board of Higher Education. Enrolling at the time approximately 91,000 students, CUNY would evolve over the next fifty years into the largest urban university in the country, serving more than 500,000 students. Reflecting on its uniqueness and broader place in U.S. higher education, Picciano and Jordan examine in depth the development of the CUNY system and all of its constituent colleges, with emphasis on its rapid expansion in the 1960s, and the end of its free tuition in the 1970s, and open admissions policies in the 1990s. Institutions of higher education are no exception. From 2010 to 2013, Alexandra Logue, then chief academic officer of The City University of New York, led a controversial reform initiative known as Pathways. The program aimed to facilitate the transfer of credits among the university’s nineteen constituent colleges in order to improve graduation rates—a long-recognized problem for public universities such as CUNY. Hotly debated, Pathways met with vociferous resistance from many faculty members, drew the attention of local and national media, and resulted in lengthy legal action. In Pathways to Reform, Logue, the figure at the center of the maelstrom, blends vivid personal narrative with an objective perspective to tell how this hard-fought plan was successfully implemented at the third-largest university in the United States. Logue vividly illustrates why change does or does not take place in higher education, and the professional and personal tolls exacted. Looking through the lens of the Pathways program and factoring in key players, she analyzes how governance structures and conflicting interests, along with other institutional factors, impede change—which, Logue shows, is all too rare, slow, and costly. Locus of Authority argues that every issue facing today's colleges and universities, from stagnant degree completion rates to worrisome cost increases, is exacerbated by a century-old system of governance that desperately requires change. While prior studies have focused on boards of trustees and presidents, few have looked at the place of faculty within the governance system. Bowen and Tobin explore whether departments remain the best ways through which to organize decision making and if the concepts of academic freedom and shared governance need to be sharpened and redefined. Using case studies of four very different institutions, the authors demonstrate that college and university governance has capably adjusted to the necessities of the moment and governance norms and policies should be assessed in the context of historical events. They also demonstrate that successful reform depends on the artful consideration of technological, financial, and cultural developments. Locus of Authority shows that the consequences of not addressing college and university governance are more than the nation can afford.
