Book excerpt: Typed, signed note with newspaper photograph attached America Charles Sumner Hamlin (1861-1938) was an American lawyer and the first Chairman of the Federal Reserve. He was born in Boston, Massachusetts on August 30, 1861, and graduated from Harvard University in 1886. From 1893 to 1897 and again from 1913 to 1914 he was the Assistant Secretary of the Treasury. He twice ran unsuccessfully for governor of Massachusetts, in 1902 and 1910. On August 10, 1914, he was appointed the first Chairman of the Federal Reserve and served in that capacity until August 10, 1916. He lectured at Harvard on government in 1902 and 1903; In 1912 was vice president of the Woodrow Wilson College Men's League and president of the Woodrow Wilson League of Massachusetts; and he published, besides pamphlets on statistical and financial subjects, an Index Digest of Interstate Commerce Laws (1907) and the Index Digest of the Federal Reserve Bulletin (1921). He died in Washington, D.C. on April 25, 1938. His papers are archived at the Library of Congress.

Book excerpt: Between the 1880s and 1910s, thousands of African Americans passed civil service exams and became employed in the executive offices of the federal government. However, by 1920, promotions to well-paying federal jobs had nearly vanished for black workers. Eric S. Yellin argues that the Wilson administration's successful 1913 drive to segregate the federal government was a pivotal episode in the age of progressive politics. Yellin investigates how the enactment of this policy, based on Progressives' demands for whiteness in government, imposed a color line on American opportunity and implicated Washington in the economic limitation of African Americans for decades to come. Using vivid accounts of the struggles and protests of African American government employees, Yellin reveals the racism at the heart of the era's reform politics. He illuminates the nineteenth-century world of black professional labor and social mobility in Washington, D.C., and uncovers the Wilson administration's progressive justifications for unraveling that world. From the hopeful days following emancipation to the white-supremacist "normalcy" of the 1920s, Yellin traces the competing political ideas, politicians, and ordinary government workers who created "federal segregation."

Book excerpt: Imagining the Fed traces a six-decade struggle to shape the Federal Reserve's policymaking organs, the Washington-based Board and the Federal Open Market Committee. Conventional wisdom holds that Congress ended the system's struggle in 1935 by granting the Board a voting majority on the open market committee, establishing its Fed primacy. Yet, this book shows that the Fed's struggle continued flaring to yield consequential changes until 1970, when the modern Fed emerged. Nicolas Thompson explores how the Fed's evolution from a weak and fragmented sprawl into the world's most powerful central bank paralleled broader changes in the American polity. The rise and fall of hegemonic political parties remade the Board and elevated its Fed position, while the wars of the twentieth century concentrated Fed power in New York. When peace returned, however, system agents inherited a central bank that veered from the law, inviting renewed struggle. This process continued into the 1960s, when an ascendant Democratic Party loaded the Board with economists, who remade it in their image. Later partisan choices to launch unfunded wars at home and abroad unleashed inflationary forces which severed the dollar's link to gold. Freed from its golden fetters, monetary policy emerged as a domestic policy realm and Fed power durably concentrated in a new Board technocracy.

Craig examines the careers of two prominent American public figures, Newton Diehl Baker and William Gibbs McAdoo, whose lives spanned the era between the Civil War and World War II. Both Baker and McAdoo migrated from the South to northern industrial cities and took up professions that had nothing to do with staple-crop agriculture. Both eventually became cabinet officers in the presidential administration of another southerner with personal memories of defeat and Reconstruction: Woodrow Wilson. A Georgian who practiced law and led railroad tunnel construction efforts in New York City, McAdoo served as treasury secretary at a time when Congress passed an income tax, established the Federal Reserve System, and funded the American and Allied war efforts in World War I. Born in the eastern panhandle of West Virginia, Baker won election as mayor of Cleveland in the early twentieth century and then, as Wilson's secretary of war, supervised the dramatic build-up of the U.S. military when the country entered the Great War in Europe. This is the first full biography of McAdoo and the first since 1961 of Baker. Craig points out similarities and differences in their backgrounds, political activities, professional careers, and family lives. Craig's approach in Progressives at War illuminates the shared struggles, lofty ambitions, and sometimes conflicted interactions of these figures. To help him, he brought to Washington men imbued with a progressive spirit—and in some, grudges as well! Before work on reforms got underway, two high ranking officials of the Treasury Department attacked a local bank over its banking practices. The bank officers had close ties to Wall Street; the Treasury officials were no friends of Wall Street (with scars to prove it). Aggressive bank examinations, hostile interviews, and accusatory letters ensued, eventually resulting in the bank filing an injunction against the government. But after an acrimonious court hearing, the injunction appeared to have failed. Indeed, a grand jury indicted the bank officers of perjury. In 1916, a three-week criminal trial of the bankers took place in which former Presidents Taft and Roosevelt appeared on behalf of the bankers. It was a cause celebre in the nation’s capital and much of the country. When the verdict was reached it was clear “bad blood” had been spilled everywhere—and this nasty, little war had been more than just about reform.
