Available in PDF, EPUB and Kindle. Book excerpt: This book proposes that usage-based charging schemes are essential to generate the incentives necessary for efficient operation of multiservice networks. The rapid development of network technology is enabling sophisticated new services and applications which demand new charging models. The same technology provides the means to operate the right charging schemes. Some of the work done in the European collaborative project CA$hMAN (Charging and Accounting Schemes in Multiservice ATM Networks). This project combined performance and economic models of network resource usage and cutomer utility to construct simple but effective charging schemes which were implemented and trialled in an advanced management platform.

Book excerpt: An all-in-one reference to the major Home Area Networking, Building Automation and AMI protocols, including 802.15.4 over radio or PLC, 6LowPAN/RPL, ZigBee 1.0 and Smart Energy 2.0, Zwave, LON, BACNet, KNX, ModBus, mBus, C.12 and DLMS/COSEM, and the new ETSI M2M system level standard. In-depth coverage of Smart-grid and EV charging use cases. This book describes the Home Area Networking, Building Automation and AMI protocols and their evolution towards open protocols based on IP such as 6LowPAN and ETSI M2M. The authors discuss the approach taken by service providers to interconnect the protocols and solve the challenge of massive scalability of machine-to-machine communication for mission-critical applications, based on the next generation machine-to-machine ETSI M2M architecture. The authors demonstrate, using the example of the smartgrid use case, how the next generation utilities, by interconnecting and activating our physical environment, will be able to deliver more energy (notably for electric vehicles) with less impact on our natural resources. Key Features: Offers a comprehensive overview of major existing M2M and AMI protocols Covers the system aspects of large scale M2M and smart grid applications Focuses on system level architecture, interworking, and nationwide use cases Explores recent emerging technologies: 6LowPAN, ZigBee SE 2.0 and ETSI M2M, and for existing technologies covers recent developments related to interworking Relates ZigBee to the issue of smartgrid, in the more general context of carrier grade M2M applications Illustrates the benefits of the smartgrid concept based on real examples, including business cases This book will be a valuable guide for project managers working on smartgrid, M2M, telecommunications and utility projects, system engineers and developers, networking companies, and home automation companies. It will also be of use to senior academic researchers, students, and policy makers and regulators.

Book excerpt: Despite the widely held belief that the social services were allocated solely on the basis of client need, and could therefore be directly contrasted with the operation of the private market, in the 1970s there remained a wide range of services for which the consumer had to pay directly at the time of consumption. Consumer charges were widely used, for example, for residential accommodation, for the provision of day care and for domiciliary services. Originally published in 1980, Charging for Social Care provided a long overdue examination of the use of these charges in the personal social services. It analyses their historical origins, current operation and their social and financial significance. In addition, it provides a clear theoretical framework within which pricing policies should be determined and outlines the policy for pricing personal social services in the future. In undertaking this analysis Ken Judge and James Matthews had gone beyond the rhetoric which in the past had characterised discussions about charges. Their detailed and perceptive study was based on a report for the Department of Health and Social Security. It would still be of interest to students and teachers of social policy and social administration, to policy makers in both central and local government, to students of the economics of social policy and of the public sector, to social workers, and to all those with an interest in the personal social services and in public spending decisions.

Available in PDF, EPUB and Kindle. Book excerpt: History taught at the elementary, middle, high school and even college levels often excludes significant events from African American history, such as the murder of Emmett Till or the murder of four black girls by the Ku Klux Klan in the Sixteenth Street Baptist Church bombing in Birmingham. Such events are integral parts of history that continue to inform America's racial politics. Their exclusion is a problem that this work addresses by bringing more visibility to documentary films focusing on the events. Books treating the history of documentary films follow a similar pattern, omitting the efforts of filmmakers who have continued to focus on African American history. This book works to make documentary discourse more complete, bringing attention to films that cover the African American experience in four areas--civil rights, sports, electronic media, and the contemporary black struggle--demonstrating how the issues continue to inform America's racial politics.

Available in PDF, EPUB and Kindle. Book excerpt: Charging for the use of transport infrastructure has very different traditions in the various modes, reflecting the different nature of their infrastructure (nodal vs. linear), but also different historical traditions of open access, system integration, etc. Since the early 90's various European Commission initiatives took on this issue, looking mainly at the road sector, where many countries had no (direct) access charges. Heavy goods vehicles were systematically identified as the primary targets for a renewed approach to this problem. What seemed an easy catch has proved to be much harder, with the various countries adopting almost exclusively national approaches, and the European institutions unable to drive the process. This book looks at the challenges posed by this objective, recognising that there are multiple objectives for application of road tolls and charges, and discussing the various possible solutions, in the technical, institutional and legal dimensions. The multiplicity of national situations in Europe is put in perspective, the impacts of various charging schemes on regional development and on the environment are estimated, and the recent policy process is analysed, allowing a global view of the remaining difficulties and to make recommendations about the next steps in the process.
