Cet ouvrage rappelle d'abord ces contraintes démographiques, climatiques et environnementales qui pèseront sur la disponibilité de ressources à l'horizon 2050, et traite ensuite des facteurs d'évolution de la demande alimentaire, des moyens techniques et économiques d'y faire face, et enfin des conditions d'un équilibre possible. Une synthèse est proposée en début de volume. Des recommandations y sont faites, destinées aux pouvoirs publics français pour les éclairer sur leur politique nationale et internationale, mais aussi à la société civile, qui est concernée car les problèmes ne sont pas seulement scientifiques ou technologiques : ils mettent aussi en jeu les comportements individuels des producteurs et des consommateurs. Trois domaines où il faut agir sans tarder sont mis en valeur : la nutrition et les habitudes alimentaires, puis la démographie, et enfin l'économie mondiale et le commerce international. Les recommandations portent ensuite sur la production agricole et les questions d'environnement, puis sur la prévention, l'anticipation et la gestion des situations de crise, hélas quasi inévitables.

The 2010 GHI is the fifth in an annual series that records the state of global, regional, and national hunger. The 2010 GHI shows some improvement over the 1990 GHI, falling by almost one-quarter, but overall the index for hunger in the world remains at a level characterized as serious. The GHI captures three dimensions of hunger: insufficient availability of calories, shortfalls in the nutritional status of children, and child mortality. Accordingly, the Index includes the following three equally weighted indicators: the proportion of people who are undernourished, as estimated by the Food and Agriculture Organization of the United Nations (FAO); the prevalence of underweight in children under the age of five, as compiled by the World Health Organization (WHO); and the under-five mortality rate, as reported by the United Nations Children's Fund (UNICEF). The 2010 Index reflects data from 2003 to 2008, the most recent global data available on the three GHI components.

As this book shows, nation-states have long sought agreements to manage migratory wildlife, just as they have negotiated conventions governing the exploitation of rivers and other bodies of water. Similarly, nation-states have long attempted to control resources beyond their borders, to impose their standards of proper environmental exploitation on others, and to draw on expertise developed elsewhere to cope with environmental problems at home.
