Diese Veränderungen sollen die Branchen neu für die Zukunft ausrichten, um sich stärker auf dem Markt und im Wettbewerb zu positionieren. Nur den Wandel im Sinne von Rationalisierungsmaßnahmen (Kosten- und Strukturanpassungen) zu betreiben, ist in der heutigen Zeit nicht zielführend und für die Zukunft nicht nachhaltig. Der Wandel der Unternehmen ist dann nachhaltig, wenn er eine strategische Ausrichtung aufweist und in der Organisationskultur von jedem Beteiligten gelebt und akzeptiert wird. Hierbei sind auch strategische Wandelausrichtungen bezüglich neu eingesetzten Systemen und Technologien gleichermaßen zu involvieren. Die Zukunft von Unternehmen wird mit einem systemisch ausgerichteten Wandel erfolgreich entschieden und gewinnt permanent an Bedeutung. Genau aus dieser Veränderungsnotwendigkeit und –Erkenntnis heraus ergibt sich die Fragestellung, was genau können die Handlungsfelder des Change Managements sein, die einer Veränderung bedürfen. Was kann und soll im Unternehmen verändert werden, um in Zukunft wettbewerbsfähig zu sein. Weiterhin stellt sich die Frage, mit welchen Mitteln, Erkenntnissen etc. erreichen wir diese Veränderungen. Was sind die Erfolgsfaktoren des Change? – sind diese Methoden, die es zurzeit gibt noch zeitgemäß, oder was sollte mit Blick in die Zukunft anders gemacht werden. In the late seventies and early eighties, as interest in managing and leading change was fuelled by the competitive threat of Asia in general and Japan in particular as perceived by western businesses and governments, Burns (1978) writing in his landmark book Leadership at this time, referred to an intellectual crisis: "The crisis of leadership today is the mediocrity or irresponsibility of so many of the men and women in power, but leadership rarely rises to the full need for it. Some words to present the Council of Europe since the organisation is sometimes confused with institutions ofthe European Union: The organisation has been founded in 1949 to establish the principles of democracy and rule of law all over Europe. Since 1989, the year of the fall of the Berlin wall and the opening up of the iron curtain, these principles could be extended to the countries of Central and Eastern Europe. Today this makes the Council of Europe the only pan-European organisation with 41 Member States thus representing more than 750 million people.
