Book excerpt: Challenges to Urban Democratic Governance in Zimbabwe is a result of a study on urban governance in Zimbabwe focusing particularly on local councils and how special interest councillors are appointed by the Minister responsible for local government. The book establishes the extent to which the practice of appointing special interest councillors in terms of section 4 A of the Zimbabwe Urban Councils’ Act (2008) promotes, or hinders, democratic urban governance. The text investigates various different legislative instruments in order to present a normative framework on the best practices in democratic urban governance. A cross section of 20 urban councils was studied to establish a suitable level of accountability and consistency, as well as to provide an understanding of transparency in the appointment of special interest councillors. Among the findings of this book, it is noted that there is a high level of partisanship in the appointment of special interest councillors, especially of those who have lost in the local government elections but belong to the same political party as the Minister of Local Government, who, in this case, is empowered by law to make such appointments.

Social movements pool resources and skills, acquire land, install infrastructure and build houses. The book draws from three case studies and in-depth interviews from diverse urban shapers i.e. representatives and members of social movements, urban planners, engineers, surveyors, policy makers, politicians, civil society workers and students to generate a varied selection of insights and experiences. Book excerpt: Despite the large amounts of human and financial resources invested to foster democratic governance in developing countries, statistics show that the majority of these countries have not yet achieved significant improvements in living standards. While some regions make strides towards improving the living conditions of their citizens, Sub-Saharan Africa, for instance, is still trapped in poverty with more than 40% of its 600 million people living below the internationally recognized absolute poverty line of one US dollar per day. Poor governance and corruption should be highlighted as the most important systemic factors contributing to poverty in developing countries. As a result the institutional foundations of these countries are weakened, public funds are misappropriated, and policies and programs aimed at reducing poverty and fostering sustainable economic growth are undermined. It is therefore not surprising that a 2008 Transparency International report found a direct link between corruption and the failure of the societal institutions designed to achieve the Millennium Development Goals in the majority of developing countries. This book investigates the problems of democratic governance, particularly as they relate to corruption, and also whether democracy should be based on universal principles or local context and historical factors. In many developing countries conventional wisdom concluded that development is best achieved through a centralised development strategy. The failure of this centralised development strategy has brought about the emergence of decentralisation to local government as one of the means to turn the tide of underdevelopment. This book presents decentralisation not only as a manifestation of 'good governance', but also as an indispensable tool towards development. The central question, however, is the following: how should the transitional state convert this into constitutional and legal arrangements? The author proposes a model for capturing the developmental role of local government in institutional arrangements. The new design for local government, put forward in South Africas 1997 Constitution, is based on the notion that local government should be the epicentre of development. This has prompted the author to use this South African concept as well as the first experiences with the implementation of the new local government dispensation as a case study.The importance of the book thus lies in the fact that it produces an institutional model for developmental local government that is not only based on development and decentralisation theories but is also tested in practice. It is hoped that those with an interest in the role of the state in development will find the arguments and conclusions useful. The book also provides a comprehensive overview of the South African design for local government, which is of interest to lawyers, policy makers and other parties involved in the implementation of the South African decentralisation strategy. Jaap de Visser teaches public law at the Law Faculty of Utrecht University in the Netherlands.
