Book excerpt: Editors David Macey, William Pyle, and Stephen Wegren, with a host of world-leading agrarian analyst and practitioners, unravel the shortcomings surrounding post-communist agrarian reform and answers how and why particular policies were adopted in Eurasia. Building Market Institutions in Post-Communist Agriculture draws on country-level case studies to analyze a range of initiatives that institutions have applied to agricultural economies. In this edited collection, contributors use a comparative analytical framework to project a universal process of agrarian transformation that continues to change the social, economic, and political characteristics of this part of the world.

Book excerpt: This paper analyses the impact of large and persistent emigration from Eastern European countries over the past 25 years on these countries’ growth and income convergence to advanced Europe. While emigration has likely benefited migrants themselves, the receiving countries and the EU as a whole, its impact on sending countries’ economies has been largely negative. The analysis suggests that labor outflows, particularly of skilled workers, lowered productivity growth, pushed up wages, and slowed growth and income convergence. At the same time, while remittance inflows supported financial deepening, consumption and investment in some countries, they also reduced incentives to work and led to exchange rate appreciations, eroding competiveness. The departure of the young also added to the fiscal pressures of already aging populations in Eastern Europe. The paper concludes with policy recommendations for sending countries to mitigate the negative impact of emigration on their economies, and the EU-wide initiatives that could support these efforts.

Book excerpt: Until recently the use of agricultural credit as a developmental tool seemed clear and straightforward. Most concerned people believed that increases in the volume of cheap credit were necessary to boost agricultural production, and that the rural poor could be brought into the mainstream of development through supervised credit programs. It seemed that certain ideal types of rural credit institutions offered the promise of meeting farmers' credit needs, and that experience in the industrialized countries with cooperatives and specialized agricultural finance institutions could be effectively transplanted to low-income countries. This collection of readings highlights facets of rural financial markets that have often been neglected in discussions of agricultural credit in developing countries. It moves beyond a narrow concern with the simple provision of credit to a broad consideration of the performance of rural financial markets and of ways to improve the quality and range of financial services for low-income farmers. It reflects new thinking on the design, administration, evaluation and policy framework of rural finance and credit programs in developing countries.

Book excerpt: With an expected growth rate of around 6 per cent rural tourism is developing faster than the overall growth rate for international tourism arrivals. Due to its special importance for the European region, three seminars were held in Belgrade (Serbia), Kielce (Poland) and Yaremcha (Ukraine) to focus on three major issues: to contribute to a better understanding of rural tourism and to offer additional tools for planning and execution of initiatives; to enhance the importance of rural tourism in the agendas of governments and international organizations; to generate political and financial support for the development of rural tourism. Book excerpt: In a brief, clear and easily accessible way, this summary illustrates the dynamics of the obesity epidemic and its impact on public health throughout the WHO European Region, particularly in eastern countries. It describes how factors that increase the risk of obesity are shaped in different settings, such as the family, school, community and workplace. It makes both ethical and economic arguments for accelerating action against obesity, and analyses effective programs and policies in different government sectors, such as education, health, agriculture and trade, urban planning and transport. The summary also describes how to design policies and programs to prevent obesity and how to monitor progress, and calls for specific action by stakeholders: not only government sectors but also the private sector - including food manufacturers, advertisers and traders - and professional consumers' and international and intergovernmental organizations such as the European Union.
