Focusing on eleven European countries, the United States and Japan, it brings together leading international experts to analyze recent changes in pension systems. Their findings demonstrate that there has been a fundamental transition in pension policies and a steep increase in older workers’ retirement ages and employment rates. Yet changes in retirement behavior are not evenly distributed across all societal strata. This raises the serious concern that an overall rise in the retirement age will be accompanied by the re-emergence of social inequality in the transition from work to retirement. Moreover, population aging is set to accelerate further over the coming decades as large segments turn old. Additionally, some countries such as Russia and certain Eastern European countries are facing a shrinkage of their population. Against this backdrop, this report investigates what stands in the way of societies reaping the full benefits of increased longevity—that is, longer lives and potentially prolonged payoffs from human capital—and what can help to mitigate the possible negative impacts of a smaller and older workforce. Beginning with a focus on demographic trends, the report puts the rapid decline in fertility and contrasting migration trends in the region in a historical perspective and looks forward to the varying paths that population change may follow in the region. Next, it examines the evidence on the likely impact of demographic change on growth and savings, the labor force, firm and economy-wide innovation, poverty and inequality, and intergenerational solidarity. Finally, the report goes beyond diagnostics and puts an emphasis on what we know regarding successful policy interventions, presenting evidence on what has and has not worked in the past.

Book excerpt: The global economy faces a transition of unprecedented dimensions caused by rising old-age dependency and shrinking working-age populations among the world's largest economic powers. In an important respect, global aging represents a success story: the advent of mass survival into old age. But population aging is driven primarily by a decline in birthrates. Below-replacement birth rates over the past four decades have left Japan and Europe with the prospect of shrinking numbers of workers and consumers for much of the next half-century, while North America faces an abrupt slowing of labor force and population growth. These declines will occur even as the retirement of the postwar baby boom generation produces a large increase in pension-eligible populations across the developed world. For the nations directly affected, the likely consequences will include rising deficit pressures and slower economic growth. These problems will initially be felt in economies that today account for two-thirds of global output, which suggests that, in the absence of effective policy responses, global aging poses a significant threat to global prosperity. It was to examine and make recommendations on this cross-national challenge that the 85-member Commission on Global Aging -- consisting of leading voices from politics, business, civil society, and a range of academic disciplines from the United States, Japan, and Western Europe -- came together in 1999-2001 under the auspices of the CSIS Global Aging Initiative to develop policy recommendations for the countries most directly affected. This is the Commission's final report.
