The issues covered include: trade; rural-urban linkages; the dynamics of poverty, vulnerability, and welfare; social policies for inclusive and sustainable development; productivity and informality; and financial direct support systems to the poor. The chapters are based on first-hand data, secondary data from different databases and systematic reviews of academic literature. Drawing on the findings and conclusions of the individual chapters, the book distills together the key lessons and also puts forth recommendations for policy and practice. Even though Ethiopia is one of the 10 countries globally that has attained the largest absolute gains in its HDI over the last several years, it still ranks 173rd out of 186 countries in the latest UNDP Human Development Report. It is this development challenge that underlines the fact that the preparation of the NHDR is so opportune now and why the focus of the report on inclusive growth for sustainable human development is so apposite. In 1998, when the last NHDR was written, the development challenges facing the country were considerably different.

This study depicted that Primary cause for all problems is fund shortage and; in turn, the primary cause for fund shortage is insufficient start up equity capital. In addition, ownership structure is identified as supplementary cause of governance problems. Finally, it is recommended that solving these couple of problems is a must to overcome all challenges of the sector as taking measures on other problems is unlikely to provide long-lasting relief from the undesired effect.
