Available in PDF, EPUB and Kindle. Book excerpt: People like forests- they have many emotional and cultural attachments to them. They also like forest products - and need increasing quantities of them. But they often don't like, don't understand, and don't trust what comes in between: forest management, which lies at the interface of public services (biodiversity, watersheds, etc) and private goods (timber, food, etc). Certification was developed to independently verify the quality of forest management, to communicate this to market players, and so to improve market benefits for the products of good management. The growing influence of the Forest Stewardship Council is one of the most striking recent developments in forestry. Certification is increasingly common in all continents. But has it actually improved forest management? Has it created sufficient market incentives? Above all, has it enabled trust to develop between stakeholders, so that they can work together better, to build the institutions required for sustainable forest management? This book is the result of two years' study by IIED and collaborators in several countries: it provides evidence for considerable policy and institutional change as a result of certification, and the beginnings of change in forest and market practice.

Book excerpt: Management decisions on appropriate practices and policies regarding tropical forests often need to be made in spite of innumerable uncertainties and complexities. Among the uncertainties are the lack of formalization of lessons learned regarding the impacts of previous programs and projects. Beyond the challenges of generating the proper information on these impacts, there are other difficulties that relate with how to socialize the information and knowledge gained so that change is transformational and enduring. The main complexities lie in understanding the interactions of social-ecological systems at different scales and how they varied through time in response to policy and other processes. This volume is part of a broad research effort to develop an independent evaluation of certification impacts with stakeholder input, which focuses on FSC certification of natural tropical forests. More specifically, the evaluation program aims at building the evidence base of the empirical biophysical, social, economic, and policy effects that FSC certification of natural forest has had in Brazil as well as in other tropical countries. The contents of this volume highlight the opportunities and constraints that those responsible for managing natural forests for timber production have experienced in their efforts to improve their practices in Brazil. As such, the goal of the studies in this volume is to serve as the foundation to design an impact evaluation framework of the impacts of FSC certification of natural forests in a participatory manner with interested parties, from institutions and organizations, to communities and individuals.

Book excerpt: This Occasional Paper assessed the social performance of nine forest management units (FMU) certified by the Forest Stewardship Council (FSC) and compared it with the performance of nine similar noncertified FMUs in Cameroon, the Republic of the Congo and Gabon. Results showed that the longer one company remained in one place, the deeper social relations with the neighbouring population became. This in itself is conducive to an environment in which there is less conflict between the local population and logging companies. However, it is usually only after companies decided to pursue certification that several practical social improvements occurred. In particular, in certified FMUs, this study found better working and living conditions for workers and their families; more inclusive and better governed institutions for negotiations between the local population and logging companies, except with regard to conflict-resolution mechanisms; better managed and more effective benefit-sharing mechanisms; and innovative ways of dealing with problems related to infringement of customary uses. The complex historical and political-economic reality in which certification has developed in the Congo basin might well make issues of attribution and causality difficult to clarify. Yet results help establish a clear boundary that currently exists between certified and noncertified timber: The former is sourced in FMUs that implement not only legally mandated social standards but also voluntarily adopted ones that are superior and more effective. There should of course be no complacency from the FSC or logging companies with certified FMUs in comparing themselves with the ‘bottom,’ as the logic of the FSC is to reward more responsible forest managers who are assessed against ever-evolving standards, irrespective of the quality of national legislation. But one should also not forget that companies with certified FMUs in the study countries are competing less against a theoretical global logging company than against their neighbours, who daily produce the same species and sell on similar markets, albeit with much lower investments, especially those targeted to improve social performance. In this very competitive and uneven playing field, and with the scarce price premiums obtained so far, the evidence presented indicates that certification in the Congo basin has been able to push companies toward remarkable social progress.

Book excerpt: Setting the Standard chronicles the emergence and implications of an ambitious experiment in civil-society-led global governance: the Forest Stewardship Council. Drawing on a pioneering case study of this negotiation process, this book explores the challenges associated with implementing the FSC's global vision on the ground. Indeed, the establishment of an FSC standard for British Columbia was achieved only after difficult and protracted negotiations at the regional, national, and global levels. This important work also undertakes a detailed comparative analysis of FSC standards and standard-setting processes elsewhere and grapples with the broader implications for global governance and regulatory theory.

Book excerpt: Forest certification has been widely accepted as a tool that would encourage industrial and non-industrial management of resources in an environmentally acceptable, socially beneficial and economically viable manner. Much has been written on certification yet five issues have been missing, which this book addresses: an analysis of the scientific basis for the certification standards; a formal and mechanistic incorporation of social and natural system sustainability as part of the standards; the rationale for the different sets of standards that are currently being used to certify governmental, industrial and non-industrial organizations; the success of the different sets of standards in assessing the environmental acceptability, social benefits and economic viability of the managed system; and, the difficulty of certifying small landowners with current protocols. Forest Certification examines the historical roots of forest certification, the factors that guide the development of certification protocols, the players involved in certification, the factors determining the customers to be certified, and the benefits of certification. The book also covers the terminology and other issues intrinsic to certification that direct the structure of standards, the similarities between indicators of different human disturbances within the ecosystem/landscape and certification standards, and, finally, a case study evaluating the strengths and weaknesses of existing certification protocols. Forest Certification is unique in its analysis of the scientific basis for the structure of the forest certification protocols. It documents the roles of human values in the development of assessment protocols but demonstrates how elements of existing protocols should be used to produce non-value based standards.

Available in PDF, EPUB and Kindle. Book excerpt: The last decade saw dramatic concern for forest problems. The future decades will witness an even more dramatic interest. Certification of forests provides a guarantee to buyers of timber products that their purchases come from well-managed forests that will not support unsustainable or inequitable practices. This produces multiple advantages to those with stakes in the entire chain of production, not the least of which is justification of their pricing. The Forest Certification Handbook is the first book to fully assess the role of certification and provide practical advice on developing, selecting and operating a program. The most critical role of certification is providing an incentive to forest owners and managers to raise the standard of their forest management. With international and national initiatives supporting specific principles for forest management and means of quality assessment taking place, The Forest Certification Handbook is the only published guide of its kind to eliminate any confusion. Here, in clear, exacting language, is all of the information you will need to complete a certification program.

Book excerpt: As public awareness of the problem of deforestation has grown, a variety of consumer-based approaches to addressing the issue have emerged. One of the most innovative of those is forest product certification. Products derived from forests that have been managed and harvested in a sustainable manner are certified as such, thus providing consumers with a direct means of addressing deforestation and creating a positive incentive for improving forest management practices around the world. This volume presents an overview of the mechanics, background, and implications of voluntary certification programs. It features perspectives from all parties involved, from both southern and northern hemispheres, including the forest products industry, indigenous communities, academics, biologists, certifiers, policymakers, environmental activists, and retailers.Among the topics considered are: the development of market-based conservation initiatives elements involved in certification biological aspects of forest auditing implications of forest product certification importance of cooperation among all parties involved The book traces the history of certification, the development of an internationally agreed upon set of forest management principles, and the various certification programs currently underway. In addition to providing the most current information on the certification process itself, it includes a valuable discussion and analysis of the social and political context in which certification must function.Certification of Forest Productsbrings clarity to a highly debated and poorly understood topic, and is an important work for anyone concerned with deforestation and the methods available for addressing it.
