Available in PDF, EPUB and Kindle. Book excerpt: This brief aims to investigate to what extent the labour market framework in which firms operate has shaped their response to the Great Recession. We use a novel ECB firm-level dataset, which combines the CompNet and WDN datasets. Given the large cross-country heterogeneity in labour market dynamics throughout the crisis, we exploit the variability in the degree of centralisation of wage bargaining institutions across firms to explain different firm-level cost-cutting strategies following the Great Recession. We show that wage bargaining institutions play a statistically significant role in shaping the way in which a negative shock is distributed by the firms across reductions in wages and employee numbers. In particular, we find that labour markets with a higher proportion of firms applying centralised collective bargaining are characterised by a larger share of companies reducing the number of employees. We show that this could partly be due to a higher degree of downward wage rigidities. In addition, our results suggest that the decision of many European countries to move, over the last two decades, from fully centralised bargaining to multi-level regimes did not limit reductions in employment.

Book excerpt: The paper aims at investigating to what extent wage negotiation set-ups have shaped up firms' response to the Great Recession, taking a firm-level cross-country perspective. We contribute to the literature by building a new micro-distributed database which merges data related to wage bargaining institutions (Wage Dynamic Network, WDN) with data on firm productivity and other relevant firm characteristics (CompNet). We use the database to study how firms reacted to the Great Recession in terms of variation in profits, wages, and employment. The paper shows that, in line with the theoretical predictions, centralized bargaining systems - as opposed to decentralized/firm level based ones - were accompanied by stronger downward wage rigidity, as well as cuts in employment and profits.

Now, however, the rise in unemployment and lack of employment security, the dizzying inequality gulf, and the environmental disasters and mass migrations caused by this deregulation are generating an impetus that defines social justice no longer merely in terms of the equitable distribution of resources, but also – and often primarily – in terms of the just recognition of persons. This collection of incisive essays recognizes that the growing interdependence of all of the people of the earth demands that labour rights are understood as an aspect of human rights, and thus envisaged at the international level. The extension of a collective agreement generalises the terms and conditions of employment, agreed between organised firms and workers, represented through their association(s) and union(s), to the non-organised firms within a sector, occupation or territory. Text mining techniques are used to identify IMF recommendations in these areas in Article IV Reports for 30 emerging and frontier economies over 2005–2016. This note has provided a critical review of the literature on the design of labor market institutions in emerging and developing market economies, and benchmarked the advice featured in IMF recommendations for 30 emerging market and frontier economies against the tentative conclusions from the literature.
