Available in PDF, EPUB and Kindle. Book excerpt: The growing U.S. trade deficit is a source of concern to everyone. This study identifies 18 obstacles or disincentives to American exports. It is limited to the export side of the trade equation, & in its specialized setting, provides a great deal of historical & background material on factors that depress U.S. exports. The study assigns a 25% blame for declining exports on the strong dollar, & examines whether the present international monetary system of floating currency rates is the cause of the dollar¿s strength. It concludes that the system is not to blame. Given worldwide political unrest, oil price shocks, & divergence of major countries¿ economic policies, a fixed -- as opposed to floating -- currency exchange rate system could not have been maintained.

Book excerpt: An econometric model of private land-use decisions is used to project land use to 2030 for each county in the continental U.S. On a nat. scale, forest area is projected to increase overall between 0.1 & 0.2% per year between now & 2030. However, forest area is projected to decrease in a majority of regions, including the key forestry regions of the South & the Pacific Northwest Westside. Urban area is projected to increase by 68 million acres, & cropland, pasture, rangeland, & Conservation Reserve Program land is projected to decline in area. Regional econometric models are needed to better represent region-specific economic relationships. County-level models of forest fragmentation indices are estimated for the Western U.S. Illus.

Book excerpt: The advantages of employing evidence-based practices (EBPs) are now widely acknowledged across the medical, substance abuse, & mental health fields. This overview paper discusses EBPs & their role in the treatment of co-occurring disorders (COD). Practitioners seldom have as much evidence as they would like about the best clinical approach to use in any given clinical situation. This paper discusses EBPs & their use in treating persons with COD, discusses how evidence is used to determine if a given practice should be labeled as evidence based, & gives some brief examples of EBPs for COD. There is still considerable debate concerning how EBPs should be defined. This paper presents various points of view. Tables.

Consumers interested in safe food & farmers seeking stable markets for their crops join together in economic partnership. CSA consists of a community of individuals who pledge support to a farm operation so that the farmland becomes the community¿s farm, with the growers & consumers providing mutual support & sharing the risks & benefits of food production. All CSAs have a shared commitment to building a more local & equitable agricultural system. This bibliography & resource guide contains a selection of writings that document the CSA movement in the U.S.

Before excess property can be sold, it is DoD policy to screen the property to ensure it cannot be reutilized by the dept. in another location or that its sale would not result in sensitive mil. property becoming publicly available. Management control breakdowns in DoD¿s excess property reutilization program resulted in the sale of sensitive mil. property to the public through the Web site. Given the seriousness of the security risk posed by the sale of sensitive mil. property to the public, Congress requested this invest. into whether: sensitive property was still being sold on the Internet; & whether DoD has taken steps to prevent further improper sales of sensitive items.

Research programs for the Strategic Defense Initiative (SDI) continue, however, & the debate is likely to resume as visible results of that research begin to compete for a share of the nation¿s budget. This study considers strategic defense in the context of 4 competing strategic theories: deterrence through mutual assured destruction; deterrence through nuclear warfighting; deterrence relying on non-nuclear defense; & disarmament. Non-nuclear, space-based defense is not only feasible, but in some ways preferable to reliance on weapons of mass destruction. To support his case, he outlines a proposed actual system. Illus.

Book excerpt: Presents the theory for calculating Raman line shapes as functions of the Fermi energy and finite temperatures in zinc blende, n-type GaAs for donor densities between 10 to the 16th cm -3 and 10 to the 19th cm -3. Compared to other theories, this theory is unique in two respects: (1) the many-body effects are treated self-consistently; and (2) the theory is valid at room temperature for arbitrary values of the ratio R = (Q to the 2nd/alpha), where Q is the magnitude of the normalization wave vector and alpha is the normalized frequency used in the Raman measurements. These calculations solve the charge neutrality equation self-consistently for a two-band model of GaAs at 300 K that includes the effects of high carrier concentrations and dopant densities on the perturbed densities of states used to calculate the Fermi energy as a function of temperature.
