Book excerpt: Catalonia: A Country Known for Its Competitive Characteristics For the past three hundred years, Catalonia has been a unique region in Europe. It is not Spanish. It is not French. It is Catalan. Its uniqueness is apparent because of its language, but it is real because of its approach to trade, business development, education, and political development. Catalonia was one of the first regions in the world to adopt a methodology aimed at boosting competitiveness in a geographical area by improving the strategy and working environment of its companies. Today there are sound economic and business arguments supporting the case for Catalan independence. Historically, the development of California owes much to Catalonia and two Catalans-Junipero Serra and Gaspar de Portola. Serra found his first mission, the Mission San Diego on July 16, 1769, and then followed with nine more missions along the California coast to San Francisco. Gaspar de Portola was a Catalan born in OS de Balaguer, Lleida, in 1716. He was a soldier and governor of California. When I started to write this story, I wondered who would help me critically and constructively. I need not have been concerned. My life partner, Montserrat Trueta, is always there with innovative support and technical and literal aid. Numerous people here in Barcelona have been very supportive, especially Toni Strubble and Miquel Strubble. I want to give special thanks to Josep Trueta, who has been a great friend for over twenty-five years and strongly encouraged me to write this book. His leadership in building and managing IRTA for twenty-five years impacted the entire scientific community in Spain. Jordana Mendelson uses this ambiguity as a framework for the study of Spanish visual culture from 1929 to 1939--a decade marked, on the one hand, by dictatorship, civil war, and Franco's rise to power and, on the other, by a surge in the production of documentaries of various types, from films and photographs to international exhibitions. Mendelson begins with an examination of El Pueblo Español, a model Spanish village featured at the 1929 International Exposition in Barcelona. She then discusses Buñuel's and Dalí's documentary films, relating them not only to French Surrealism but also to issues of rural tradition in the formation of regional and national identities. Her highly original book concludes with a discussion of the 1937 Spanish Pavilion, where Picasso's famed painting of the Fascist bombing of a Basque town--Guernica--was exhibited along with monumental photomurals by Josep Renau. Based upon years of archival research, Mendelson's book opens a new perspective on the cultural politics of a turbulent era in modern Spain. It explores the little-known yet rich intersection between avant-garde artists and government institutions. Beginning with Sección Femenina, the official Francoist women's organization, Feminism, National Identity and European Integration in Modern Spain traces the interplay between Spanish women's policy and international policymaking. In some cases, as with the Sección Femenina-championed Law of Political Rights (Ley de Derechos) in 1961, Spanish women's policy at least appeared more progressive than what Western democracies offered – notable at a time when Spain was considered backward. After Franco's death in 1975, Spain's democratic transition seemingly consolidated forward-thinking women's policy with a Constitution that guaranteed equality of the sexes in 1978, and with the creation of a national bureau charged with crafting women's policy, the Instituto de la Mujer (Women's Institute), in 1983. Yet feminists found themselves marginalized in Spanish political decision-making, as Kathryn L. Mahaney argues so successfully in this study. Mahaney reveals that women ultimately influenced domestic policy not by acting within national networks but by leveraging European connections, particularly after Spain joined the European Economic Community (EEC) in 1986. The book shows that Spanish feminists worked through the EEC to gain international approval of policies that had met domestic opposition, and did so by representing them as necessary litmus tests of nations' democratic integrity. Their proposals were shaped by the specific context of Spanish feminism, but also by Spanish debates about what rights democracies should grant women and what equality in a post-fascist nation should encompass. This ground-breaking study explains that, in turn, these processes shaped both Spain's and the European Union's much-prized self-identities as democratic communities.

In this book we have tried to include all of the current points of view, including the view that the classical theories tell us all that we need to know. We have not seen it as our role as editors to paper over the cracks that exist and to pretend that we can speak to the world with one voice.
