The second argument discusses the timing and impact of targeting communities in connection to each transfer style. Finally, the last argument discusses the contrasting macroeconomic impact each style has on local markets. Cash transfers are predetermined cash donations given either as a lump sum or in periodic transfers. Conversely, in-kind transfers are direct transfers of physical goods distributed to households. This paper maintains that both transfer styles have the capability of being beneficial if they are planned and executed with extensive knowledge of the unique local community, its needs, the economic and social effects of each transfer style, and a purposeful design aimed at long-term growth and empowerment of communities.

Both types of transfers increase the demand for normal goods; in-kind transfers also increase supply in recipient communities, which should cause prices to fall relative to cash transfers. We test and confirm this prediction using a program in Mexico that randomly assigned villages to receive boxes of food (trucked into the village), equivalently valued cash transfers, or no transfers. We find that prices are significantly lower under in-kind transfers compared with cash transfers; relative to the control group, in-kind transfers lead to a 4 percent fall in prices while cash transfers lead to a positive but negligible increase in prices. Prices of goods other than those transferred are also affected, but by a small amount. Thus, households' purchasing power is only modestly affected by these price effects, even in this setting where program eligibility is high, the transfer per household is sizeable, and hence the supply influx is large. The exception is in remote villages, where the price effects (both the negative effects of in-kind transfers and the positive effects of cash transfers) are larger in magnitude. The effects do not dissipate over the two years of program duration we observe.

In this guide, the first of its kind, Oxfam staff members present the rationale behind cash-transfer programs, considering the arguments for and against cash as an alternative to commodity distribution. They also give guidance on when cash is the most appropriate intervention and how to assess this. Different types of cash intervention are compared--cash grants, vouchers, and cash-for-work--and the guide uses checklists to explain the practical steps involved in implementing them. They draw on the experience of Oxfam and other agencies of operating such programs, including responses to the devastation caused by the Indian Ocean tsunami in December 2004. Do these and other claims make sense? Are they supported by the available empirical evidence? This volume seeks to answer these and other related questions. Specifically, it lays out a conceptual framework for thinking about the economic rationale for CCTs; it reviews the very rich evidence that has accumulated on CCTs; it discusses how the conceptual framework and the evidence on impacts should inform the design of CCT programs in practice; and it discusses how CCTs fit in the context of broader social policies. The authors show that there is considerable evidence that CCTs have improved the lives of poor people and argue that conditional cash transfers have been an effective way of redistributing income to the poor. They also recognize that even the best-designed and managed CCT cannot fulfill all of the needs of a comprehensive social protection system. They therefore need to be complemented with other interventions, such as workfare or employment programs, and social pensions.

As part of humanitarian responses to those affected populations, growing attention is paid to cash transfers as a form of assistance. Cash is being strongly advocated by several actors, and for good reasons: they have the potential to provide choice, empower people, and spark economic multipliers. But what is their comparative performance relative to in-kind transfers? Are there objectives for which there are particular evidence gaps? And what should be considered when choosing between those forms of assistance? This paper is one of the first reviews examining those questions across humanitarian sectors and in relation to multiple forms of assistance, including cash, vouchers, and in-kind assistance (food and non-food). These were assessed based on solid impact evaluations and through the lens of food security, nutrition, livelihoods, health, education, and shelter objectives. The paper finds that there is large variance in the availability of comparative evidence across sectors. This ranges from areas where evidence is substantial (i.e., food security) to realms where it is limited (i.e., nutrition) or where not a single comparative evaluation was available (i.e., health, education, and shelter). Where evidence is substantial, data shows that the effectiveness of cash and in-kind transfers is similar on average. In terms of costs, cash is generally more efficient to delivery. However, overall costs would hinge on the scale of interventions, crisis context, procurement practices, and a range of ‘hidden costs’. In other words, the appropriateness of transfers cannot be predetermined and should emerge from response analysis that considers program objectives, the level of market functionality, predicted cost-effectiveness, implementation capacity, the management of key risks such as on protection and gender, political economy, beneficiary preferences, and resource availability. Finally, it seems possible (and necessary) to reconcile humanitarian imperatives with solid research to inform decision-making, especially on dimensions beyond food security.

We assess the relative impacts of receiving cash versus food transfers using a randomized design. Drawing on data collected in eastern Niger, we find that households randomized to receive a food basket experienced larger, positive impacts on measures of food consumption and diet quality than those receiving the cash transfer. Receiving food also reduced the use of a number of coping strategies. These differences held both at the height of the lean season and after the harvest. However, households receiving cash spent more money on agricultural inputs. Less than 5 percent of food was sold or exchanged for other goods. Food and cash were delivered with the same degree of frequency and timeliness, but the food transfers cost 15 percent more to implement.
