Book excerpt: "This monograph provides an empirical analysis of the enlistment, attrition, and reenlistment effects of bonuses, applying statistical models that control for such other factors as recruiting resources, in the case of enlistment and deployments in the case of reenlistment, and demographics. Enlistment and attrition models are estimated for the Army and our reenlistment model approach is twofold. The Army has greatly increased its use of reenlistment bonuses since FY 2004, and we begin by providing an in-depth history of the many changes in its reenlistment bonus program during this decade. We follow this with two independent analyses of the effect of bonuses on Army reenlistment. As we show, the results from the models are consistent, lending credence to the robustness of the estimates. One approach is extended to the Navy, the Marine Corps, and the Air Force, to obtain estimates of the effect of bonuses on reenlistment for all services. We also estimate an enlistment model for the Navy. The estimated models are used to address questions about the cost-effectiveness of bonuses and their effects in offsetting other factors that might adversely affect recruiting and retention, such as changes in the civilian economy and frequent deployments"--P. iii.

GAO analyzed service data on bonuses and special and incentive pays, reviewed relevant guidance and other documentation from DOD and the services, interviewed DOD and service officials, and observed two working groups that were determining bonus amounts. GAO recommends that DOD (1) coordinate with the services to facilitate discussions on conducting research, as appropriate, to determine optimal bonus amounts and (2) monitor the implementation of its consolidation of special and incentive pays to determine whether it is resulting in greater flexibility and what impact the consolidation is having on DOD's budget. In commenting on a draft of this report, DOD concurred with both recommendations.

One tool the services use to address this challenge is the Selective Reenlistment Bonus (SRB), which offers eligible personnel with particular skills a substantial cash bonus upon reenlistment. However, the sequential nature of the bonus offer and reenlistment process limits the ability to adjust manpower quickly, raising interest in research that estimates the effect of the SRB on retention. While this literature has acknowledged challenges including potential endogeneity of bonus levels, attrition, and reenlistment eligibility, many studies do not address these concerns adequately. This paper uses a comprehensive panel data set on Air Force enlisted personnel to estimate the effect of the SRB on retention rates. We exploit variation in bonus levels within skill groups, control for civilian labor market conditions, and model reenlistment eligibility to avoid common assumptions that lead to biased impact estimates. We find substantial heterogeneity in the effect of the bonus, with the largest effects on first-term service members and those whose skills have not historically received a substantial bonus. We also find evidence that the bonus affects the timing of reenlistment decisions in addition to their frequency.

This study examines how battlefield experiences affect retention and attrition behavior among firstterm enlisted personnel. The data for this thesis comes from the Defense Manpower Data Center and the Armed Forces Health Surveillance Center. A multivariate analysis using probit models was used to estimate effects Analyses of the models indicate that the effects of combat experiences on firstterm enlisted retention and attrition rates vary depending on the Service. Witnessing the death or injury of enemy combatants while deployed increases the attrition rates among soldiers and Marines but decreases the attrition rates for sailors and airmen. Exposure to destroyed military vehicles leads to decreases in attrition rates among soldiers, sailors, and Marines while airmen experience an increased attrition rate. Among service members who have completed at least 36 months of active duty service (24 months for three-year contracts) combat exposure that is statistically significant generally increases retention among service members in the Army and Air Force but decreases retention rates for service members in the Navy and Marine Corps.

The theoretical discussion gives rise to hypotheses about enlistment and attrition. The enlistment hypotheses take a supply view, treating military service as an alternative to further schooling or to work. The attrition hypotheses are inherently two-sided, considering first the value of enlistment to the individual and the likelihood that he is more prone to disappointment due to poor planning, and second, the value of the individual to the service and the chance that the service's eligibility screens were unable to identify low-productivity prospects. The empirical analysis is directed to the two prime recruiting markets from which the services draw high-quality male enlistees: high school seniors and nonstudent high school graduates. The study estimates sequential probit models for seniors and graduates separately, for both enlistment and six-month attrition and enlistment and 35-month attrition. The model produces estimates of the effect of individual characteristics on enlistment and on attrition, and controls for unobserved factors affecting both outcomes. The findings suggest that a small set of factors can reveal a wide range of attrition risk among enlistees. The factors are senior/graduate status, positive/negative education expectations, stable/unstable civilian employment history, and short/long participation in the Delayed Entry Program.

Book excerpt: In 1998, following congressional approval, the U.S. Army shifted its senior enlisted force from a fixed contract system to indefinite reenlistment, theoretically increasing the prestige of senior noncommissioned officers (NCOs) by recognizing them as career soldiers. The Army program requires all soldiers reaching the rank of E-6 with ten years of service to reenlist indefinitely, mirroring the management of officers and eliminating reenlistment paperwork. The Army has been the only service to adopt this program. This study analyzes past and present arguments for and against this policy made by service representatives, policymakers, and enlisted personnel. Reservations about the program include concerns that force planning could be complicated by the unpredictability of NCO separation dates, that the quality of the NCO corps could decline without reenlistment screening, and that retention and morale could suffer with the loss of reenlistment bonuses and other benefits. The intended program boost to NCO morale does not appear to have been realized. This report concludes that neither the costs nor benefits of indefinite reenlistment are strong enough to merit a change in policy for either the Army or the other services. An appendix provides an overview of indefinite reenlistment programs in other Western nations.
