Nevertheless, the International Labour Organization (ILO) recently declared that there are more than 11.7 million forced labor victims in the Asia-Pacific region encompassing the biggest concentration of forced labour victims in the world. This volume reviews the achievements and the deficiencies of ASEAN’s counter-human strategies at the national and regional level. It offers suggestions for the reform of ASEAN's anti-trafficking laws and for the creation of a regional anti-trafficking human rights body specialized in preventing human trafficking, promoting equal protection of all trafficking victims, and prosecuting human traffickers.

Seeking a cultural account of social influence processes he turns to those who have been left behind in the race to participate in a globalizing world, the urban poor. Using both systematic data collection and participant observation he develops a culturally preferred model as well as a set of models based in Thai concepts that reflect on-the-ground realities. Johnson also examines the community-state relationship and finds that in the face of state power that brings both development and the forces of eviction, the community and its leaders are not passive in this relationship but modify, reject, or resist state views in their various forms. He concludes by looking at the implications of his anthropological approach for those who are involved in leadership training in Thai settings and beyond. This work challenges the dominance of the patron-client rubric for understanding all forms of Thai leadership and offers an alternative view for understanding leadership rooted in local social systems to approaches that assume the universal applicability of leadership research findings across all cultural settings.

Through a qualitative case study with three methods of inquiry, this book explores why different 'global education policies' such quasi-privatisation, internationalization, as quality assessment (QA) have resonated in Thailand higher education sector. Grounded in policy borrowing and lending, this book uses the politics, economics and culture of borrowing to analyse major reforms in Thailand for the past one hundred years. It is argued that historical legacy, policy contexts and belief systems of policy elites play pivotal roles in facilitating policy changes or the lack thereof. While historical analysis elucidates that the Thai state has always been an active borrower of western ideas, the perseverance of the 'Thai-ness' discourse has often been used to suggest its so-called independence and idiosyncrasy. This in-depth analysis of the Thai case aims to contribute to the critical studies in Asian education, comparative higher education, policy borrowing and lending and Thai studies. Book excerpt: "This case study investigates the effects of the Royal Thai Scholars program on the identity of its participants. The Royal Thai Scholars program is a government initiative that selects young Thai students to receive full scholarships for study in the United States from their postgraduate year of high school to the completion of a BA, MA, or PhD. In return, the scholars commit to working for Thailand’s government for twice the number of years spent abroad. The current study’s inquiry question, “How does the Royal Thai Scholars program impact the identity of returning Royal Thai Scholars?”, is accompanied by two subquestions: “Do the returning Royal Thai Scholars actively take part in social innovation in Thailand after their return?” and “How does the intercultural re-entry experience affect their process of re-entry into Thai society?” This case study research employed a social constructivist paradigm to focus on the influence and impact of the program on identity during the scholars’ re-entry period. To gather data, a triangulated method was used. First, a survey with 35 open-ended questions was sent to returned Thai Scholars through affiliated organizations and gathered 13 responses. Second, a focus group was conducted with four members of one of the affiliated support organizations, the Office of Educational Affairs (OEA). A close analysis of the results from the survey and focus group participants revealed indications that the Royal Thai Scholars program did impact the scholars’ identities through several identity shifts that developed during their sojourn in the United States. Although Scholars reported noticeable identity shifts, the majority recalled easily reintegrating with Thai society; although some participants noted difficulty adapting to the organizational culture of the Thai public sector. Even though the TS behaved and felt differently, these changes did not cause adverse effects to their integration back into Thai society. The case study underscores the importance of the Thai Scholars’ voices, through narrative examples, a discussion section, and a suggested re-entry support program." -- abstract.
