This book was released on 2004-09-16 with total page 125 pages. Available in PDF, EPUB and Kindle. Book excerpt: In response to a Congressional mandate, the National Research Council conducted a review of the SBIR program at the five federal agencies with SBIR programs with budgets in excess of $100 million (DOD, NIH, NASA, DOE, and NSF). The project was designed to answer questions of program operation and effectiveness, including the quality of the research projects being conducted under the SBIR program, the commercialization of the research, and the program's contribution to accomplishing agency missions. This report describes the proposed methodology for the project, identifying how the following tasks will be carried out: 1) collecting and analyzing agency databases and studies; 2) surveying firms and agencies; 3) conducting case studies organized around a common template; and 4) reviewing and analyzing survey and case study results and program accomplishments. Given the heterogeneity of goals and procedures across the five agencies involved, a broad spectrum of evaluative approaches is recommended.

Download or read book Government, SMEs and Entrepreneurship Development written by Robert A. Blackburn and published by Routledge. This book was released on 2016-04-22 with total page 312 pages. Available in PDF, EPUB and Kindle. Book excerpt: Recent decades have seen substantial growth in the range of assistance programmes for SMEs and entrepreneurs across the world. Once regarded as peripheral to the economy and public policy, the role of small firms and of entrepreneurship is now recognized as of key importance in the economic growth and development strategies of many nations. The range of interventions and support focused on promoting SMEs and entrepreneurship is substantial and expanding, so Government, SMEs and Entrepreneurship Development asks ’what are some of the main policy instruments being used, and how effective are they?’ It considers policies in different countries, examines key interventions and tools used to promote entrepreneurship and SME development and concludes with contributions on how to best evaluate their effectiveness. The contributor chapters by academics and practitioners from businesses, enterprise development agencies and governments, are empirical or evidence-based and use both quantitative and qualitative approaches. Drawing on experience from a wide range of both developed and emerging countries and economies, the contributions focus on the broad strategies that different governments and communities have adopted to foster entrepreneurship and SMEs; the policy tools and instruments that can be used to promote small business and entrepreneurship; and on the outcomes of policy instruments and the methods used to evaluate interventions. Their findings will help researchers, policy-makers, economic development officers, civil servants, elected officials, and business associations to better understand the issues in this important field.

Drawing on contributions from experts in the field and examining case studies from a range of countries, including Thailand, Bangladesh, France, Spain, Austria and Greece, this book provides researchers and industry practitioners with guidance on how to make SMEs more sustainable through appropriate trade-offs between economic, environmental and social aspects. Over the course of the book, the authors examine the current state of sustainable supply chain practices, highlight the key issues and challenges, and identify critical success factors across different industries and geographical locations. They also explore how supply chain carbon footprints and effectiveness are measured, and navigate the delicate balance between reducing the carbon footprint whilst still ensuring enhanced productivity. Finally, the book reflects on how the circular economy model might facilitate higher sustainability of SMEs. Supply Chain Sustainability in Small and Medium Sized Enterprises will be of great interest to scholars and practitioners of supply chain management and sustainable business.

Book Synopsis The Small Business Innovation Research Program by : National Research Council
Download or read book The Small Business Innovation Research Program written by National Research Council and published by National Academies Press. This book was released on 2000-10-30 with total page 362 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 1992, Congress for the first time explicitly directed the federal agencies making SBIR grants to use commercial potential as a criterion for granting SBIR awards. In response, the Department of Defense developed the SBIR Fast Track initiative, which provides expedited decision-making for SBIR awards to companies that have commitments from outside vendors. To verify the effectiveness of this initiative, the DoD asked the STEP Board to assess the operation of Fast Track. This volume of original field research includes case studies comparing Fast Track and non-Fast Track firms, a large survey of SBIR awardees, and statistical analyses of the impact of regular SBIR and Fast Track awards. Collectively, the commissioned papers and the findings and recommendations represent a significant contribution to our understanding of the SBIR program.
