Book excerpt: California's education system--the largest in the United States--is an essential resource for ensuring strong economic growth in the state. The Career Technical Education Pathways Initiative (the Initiative) became law in 2005 with Senate Bills 70 and 1133 and provided more than $380 million over eight years to improve career technical education (CTE) in California. The Initiative brought together community colleges, K-12 school districts, adult schools, Regional Occupational Centers and Programs (ROCP), employers, workforce investment boards, economic agencies, organized labor, and community partners to strengthen the connection between school and careers. The overarching goal of the Initiative was to better prepare California students to seek and succeed in jobs that require high-level skills and pay high wages, with a particular emphasis on meeting the needs of students in underserved groups. This report highlights the initiatives activities in the 2013-14 fiscal year. These include increasing the number and quality of career pathways and career technical education courses, increasing enrollment in career technical education programs of students in underserved groups, and engaging business and industry groups to collaborate with schools to provide internships.

Book excerpt: California's education system--the largest in the United States--is an essential resource for ensuring strong economic growth in the state. The Career Technical Education Pathways Initiative (referred to as the Initiative in this report), which became law in 2005, brings together community colleges, K-12 school districts, employers, organized labor and community partners to strengthen the connection between school and work. By focusing on priorities such as career pathways and articulation, expanding business and industry engagement and teacher recruitment and professional development, the Initiative enables educational institutions to integrate core academic coursework with technical and occupational knowledge and skills. This double skill set makes students competitive for high-wage careers and prepares them for transfer to four-year colleges. Following an introduction, this report includes the following: (1) Quick facts related to the Initiative, including a cumulative overview of participants and partnerships; (2) Key recommendations based on the evaluation study; (3) Initiative highlights illustrating the key recommendations in action; and (4) A table of all Initiative-funded grant types since 2005.

County the dropout rate, estimated at 55%, is higher than the graduation rate. The current focus on career tech. ed. (CTE) is a measure of the intensity of the search for solutions. CTE -- with its real world relevance and project-based learning -- is a way to engage students in education that is different than a purely academic approach. This study of CTE found encouraging evidence that CTE -- in its modern, academically demanding form -- can deliver an alternative approach to learning that can keep students engaged, help improve grade point averages and prepare students for both the work world and higher education. Available in PDF, EPUB and Kindle. Book excerpt: Learning for Careers provides a comprehensive account of the Pathways to Prosperity Network, a national initiative focused on helping more young people successfully complete high school, attain a first postsecondary credential with value in the labor market, and get started on a career without foreclosing the opportunity for further education. It takes as its starting point the influential 2011 Pathways to Prosperity report, which challenged the prevailing idea that the core mission of high schools was to prepare all students for college. In response, the Pathways Network was founded in 2012 to promote cooperative arrangements between educational and business institutions in order to fashion pathways for young people to acquire twenty-first-century skills and achieve professional success. This book traces the evolution of the Pathways Network over the past five years, focusing on the efforts of a diverse set of states and regions to build systems that span high school and the first two years of postsecondary education. States such as Delaware and Tennessee have been highly effective in establishing systems designed to equip students with credentials valued in the contemporary labor market. At the same time, the authors acknowledge the technical, political, and cultural challenges in redesigning career-focused education to produce satisfactory outcomes for young people throughout the country. Learning for Careers offers a way forward for the millions of young people and employers that face a rapidly evolving and ever more competitive globalized workplace. This book will be essential reading for all who have a stake in educational and economic opportunity in the United States.

Book excerpt: Skilled technical occupationsâ€"defined as occupations that require a high level of knowledge in a technical domain but do not require a bachelor's degree for entryâ€"are a key component of the U.S. economy. In response to globalization and advances in science and technology, American firms are demanding workers with greater proficiency in literacy and numeracy, as well as strong interpersonal, technical, and problem-solving skills. However, employer surveys and industry and government reports have raised concerns that the nation may not have an adequate supply of skilled technical workers to achieve its competitiveness and economic growth objectives. In response to the broader need for policy information and advice, Building America's Skilled Technical Workforce examines the coverage, effectiveness, flexibility, and coordination of the policies and various programs that prepare Americans for skilled technical jobs. This report provides action-oriented recommendations for improving the American system of technical education, training, and certification.

Book excerpt: This book examines how industry-desired employability skills—or “soft skills”—are taught and learned in high school career and technical education (CTE) engineering and engineering technology programs. Identifying, recruiting, and keeping workers with strong personal and interpersonal skills is a constant challenge for STEM employers who need to hire young workers to replace an aging technical workforce. To answer the call, teachers interviewed explained that they maintain regimented daily classroom routines that include individual and small group hands-on activities and projects. In turn, their students explain learning personal responsibility, work ethic, teamwork, leadership, conflict management, and social skills in the classroom. Narratives from the workforce and classroom interweave to put employability skills frameworks into action.
