Book excerpt: The People's Republic of China (PRC) launched seven emissions trading scheme (ETS) pilot projects in 2013-2014 to explore a cost-effective approach for low-carbon development. The central government subsequently announced its plans for the full-fledged implementation of ETS in the entire PRC in late 2017. To ensure the success of ETS in the PRC, it is necessary to gain a better understanding of the experiences and lessons learned in the pilot projects. In this paper, we provide a policy overview of the seven pilot projects, including policy design, legislative basis, and market performance. We use the synthetic control method to evaluate the carbon mitigation effect of each of the seven ETS pilots. Our findings are that success has been limited and uneven across the pilot projects, which warrants deeper evaluation of the differences between them and caution in scheme expansion. Results from the analysis also shed light on policy improvements that can benefit the nationwide development of ETS.

Book excerpt: The purpose of the paper is to establish national carbon emissions prices for the People's Republic of China, which is one of the world's largest producers of carbon emissions. Several measures have been undertaken to address climate change in China, including the establishment of a carbon trading system. Since 2013, eight regional carbon emissions markets have been established, namely Beijing, Shanghai, Guangdong, Shenzhen, Tianjin, Chongqing, Hubei and Fujian. The Central Government announced a national carbon emissions market, with power generation as the first industry to be considered. However, as carbon emissions prices in the eight regional markets are very different, for a variety of administrative reasons, it is essential to create a procedure for establishing a national carbon emissions price. The regional markets are pioneers, and their experience will play important roles in establishing a national carbon emissions market, with national prices based on regional prices, turnovers and volumes. The paper considers two sources of regional data for China's carbon allowances, which are based on primary and secondary data sources, and compares their relative strengths and weaknesses. The paper establishes national carbon emissions prices based on the primary and secondary regional prices, for the first time, and compares both national prices and regional prices against each other. The carbon emission prices in Hubei, Guangdong, Shenzhen and Tianjin are highly correlated with the national prices based on the primary and secondary sources. Establishing national carbon emissions prices should be very helpful for the national carbon emissions market that is under construction in China, as well as for other regions and countries worldwide.

The People's Republic of China (PRC) has announced a series of energy and climate policy targets in contributing its efforts towards meeting the ambitious goals in the Paris Agreement and the newly pledged carbon-neutral target. While carbon pricing has been considered the first-best policy worldwide to combat climate change, it may not be sufficient for meeting the multiple goals in the PRC, unless it is combined with complementary policies. In an attempt to explore whether this is the case, in this paper we investigate whether a single cost-effective instrument is adequate for developing a low-carbon economy in the PRC or whether a policy portfolio would be more effective. We compare the potential impacts of an emissions trading scheme (ETS), a carbon tax (CT), and a combination of an ETS and a CT. In addition, we further evaluate the economic impacts of two different policy portfolios by combining these approaches with subsidies for energy-efficient vehicles. Our results show that, while a nationwide ETS certainly has advantages over a CT regarding GDP losses, it also performs better in promoting the transfer of labor and capital from the eastern regions to central and western regions. However, a single ETS is less effective in regard to industrial structure adjustments and emission reductions in sectors that are not included in the ETS, such as the transportation sector. The results also show that a policy portfolio could achieve the same emissions reduction target with more moderate impacts. Therefore, it is suggested that implementation of a CT for sectors that are excluded from the ETS or a subsidy for energy-efficient vehicles could be considered as supplementary policies for the ETS in the PRC.

It identifies unique low cost opportunities, recommends a gradual two phase approach to CCS deployment in the PRC and, provides complementary suite of policy actions to enable it.

With more than half of the world’s population and high rates of economic growth, the region is especially vulnerable to the effects of climate change and therefore must play its part in cutting GHG emissions. The Paris Agreement adopted last December 2015 at the United Nations Framework Convention on Climate Change COP21 aims to restrict global warming to well below 2°C above preindustrial levels and to pursue efforts to reach 1.5°C---which is especially relevant to Asia and the Pacific region given its vulnerability. This knowledge product highlights how robust policies on emissions trading systems (ETS) can be important tools in reducing GHG emissions in a cost-effective manner, as well as supporting the mobilization of finance together with deployment of innovative technologies. There are currently 17 ETSs in place in four continents and account for nearly 40% of global gross domestic product. In Asia and the Pacific region, there are 11 systems operating, with more being planned. The growing wealth of experience on ETSs can be valuable to support DMCs that are planning and designing new systems of their own. This knowledge product summarizes some of the most significant learning experiences to date and discusses some of the solutions to alleviate challenges that have been faced. It also examines the possibilities for future linked carbon markets in the region.
